Dr. Garner is the Program Coordinator for the online Rehabilitation Counseling Program at UALR. He has over 30 years of experience in the Rehabilitation Counseling profession including over 25 years in Rehabilitation Education. He received his MRC in Rehabilitation Counseling from Arkansas State University (1978) and his Rh.D. in Rehabilitation from Southern Illinois University (1985). He is a Certified Rehabilitation Counselor, Certified Disability Management Specialist, and a Licensed Professional Counselor in Arkansas. Dr. Garner’s extensive work experience includes counseling, supervisory, and administrative positions in the proprietary and private not-for-profit rehabilitation sectors. He has also held rehabilitation faculty positions at Southern Illinois University and at Louisiana State University Health Sciences Center.

He has worked with distance education for over 13 years and was instrumental in the founding the online Rehabilitation Counseling program at the University of Arkansas at Little Rock (the first completely online program, of any type, in the state of Arkansas) in 2000. Dr. Garner has published numerous articles and an edited book and made well over 100 professional presentations. Dr. Garner has served as a consultant to the Commission on Rehabilitation Counselor Certification for the last 20+ years and recently completed a three-year term on the Arkansas Board of Examiners in Counseling.
