Frank D. Scott Jr. of Little Rock serves as deputy director of policy for Gov. Mike Beebe. Scott develops and organizes implementation of the governor’s legislative agenda and advises him on public policy. He also serves as liaison between the governor’s office and congressional delegations, federal agencies, the White House, National Governors Association, Southern Governors Association, and Delta Regional Authority.

In 2009, Scott was appointed by Beebe to serve as Arkansas’s interim health information technology coordinator for the American Recovery and Reinvestment Act of 2009. He served as the governor’s lead policy advisor overseeing development of the U.S. Department of Health and Human Services’ $7.9 million grant.

Prior to joining the governor’s office, he worked as a distribution operation manager at Target Corp.’s Arkansas Distribution Center in Maumelle.

Scott received an MBA with a concentration in strategic management from the UALR College of Business following a bachelor’s degree in business administration with a sales management concentration from the Fogelman College of Business at the University of Memphis.

Scott is a member of the UALR Management Business Advisory Council, UALR Alumni Association board, Big Brothers Big Sisters of Central Arkansas board, and Alpha Phi Alpha Fraternity Inc.
