Judy Williams, Director of Communications

Alumnus Judy Williams got the chance to return to UALR as director of communications in 2007. Since receiving a bachelor’s degree in journalism, she has enjoyed a variety of professional experiences in central Arkansas. Her career has taken her from the nonprofit sector as community relations director at Arkansas Enterprises for the Blind and marketing director at the Aerospace Education Center to the private and public sector. She was public relations/marketing director at HCA Doctors Hospital, senior PR account executive at Stone Ward advertising agency, and media relations director at Hendrix College.

Williams’ career began in the 1970s as a reporter and editor at newspapers in Oklahoma, Kansas, Illinois and Arkansas. For relaxation, she hunts for antiques, reads, and hangs out with family, friends, and her two cocker spaniels, Amos and Andy.

Kim Ross Fox, Assistant Director

Since joining the Communications staff in 1985, Kim Ross Fox has worked in almost every aspect of communications from media relations to marketing and advertising. She produces a radio series MyFuture@Work that features the accomplishments of UALR  students for KUAR public radio station. Kim was previously a producer for the Little Rock CBS affiliate KTHV. Fox attended UALR where she studied mass communication and marketing and advertising.

Keli Jacobi, Senior News Writer/Editor

Keli Jacobi joined the UALR Office of Communications in 2013. She writes and distributes news releases for print publications and serves as primary writer for UALR’s weekly e-newsletter, UALR Now.

With prior experience in both newspaper reporting and television news production, Jacobi is an award-winning journalist who previously worked as a senior public information representative at the University of Louisiana at Monroe. Jacobi was responsible for providing weekly news briefs to local, state and regional media. She was also primary researcher and writer/editor for the bi-annual ULM magazine and assisted in major media events and other on-campus promotions.

She earned her master’s degree in history while at ULM, where she completed her thesis on Arkansas Senator Hattie Caraway, the first female elected to the U.S. Senate. Jacobi received a bachelor’s degree in radio/TV/film from UALR.

Robin Mizell, APR, Associate Director

Robin Mizell joined the UALR team in 2007 after serving as communications manager for the Arkansas Department of Higher Education. She previously served as director of development and public relations for the Arkansas Foodbank Network and as a public relations account executive at Stone Ward. Today, she manages university print projects, advertising and branding, serves as an editor and helps departments with communication planning.

She received an accreditation in public relations, a graduate certificate in nonprofit management at UALR, a bachelor’s degree in public relations from Harding University, and an associate degree in liberal arts from Arkansas State University-Beebe.

She is a member of the Public Relations Society of America’s Arkansas Chapter and serves on the executive committee of the Arkansas Zoological Foundation Board of Directors for the Little Rock Zoo.

Cora-Fay Nykolaishen, Office Manager

Office Manager Cora-Fay Nykolaishen joined the UALR Office of Communications in 2013. She graduated summa cum laude from Ouachita Baptist University with a bachelor’s degree in English and French. She previously worked as a secretary in legal, nonprofit and small business offices.

Cora-Fay has enjoyed living in several diverse cultures and traveling on vacations. She loves spending time with her husband and her church, being outdoors in nice weather, reading books and watching movies.

Angela Parker, Media Relations Director

Media Relations Director Angela Parker joined the UALR Office of Communications in 2007 after serving three years as the communications/research specialist in the Office of the Chancellor. She is a second-generation UALR alumna, following in her mother’s footsteps. Her father and aunt also attended UALR. After earning a bachelor’s degree in fine arts, she began her career at a local ad agency and then went to work for the Arkansas Democrat’s Promotions Department. While there she served as the Real Estate sections editor and editor of Arkansas Woman.

Parker is the university’s television and radio media contact. Also active in volunteer work, she serves as communications chair for Race for the Cure and is on the Komen Arkansas board.

Klansee J. Tozer, Graphic Designer

Klansee J. Tozer began her work as a graphic designer with UALR in 2007. She is a B.F.A. graduate of the University of Central Arkansas with an emphasis in graphic design. Tozer’s award-winning designs range from ads to brochures to booklets to viewbooks . After design work at Stone Ward and Arkansas Business Publishing Group, Tozer worked for Dillard’s corporate office and as a freelance designer. In her spare time, she loves to be outdoors, scrapbooking and hanging out with her family.
