Pages that do not get updated often tell the user you are either to lazy to keep them accurate or you do not care enough to do so. Either way it says "I’m not going to keep this page current, so you are wasting your time coming here." When you put a schedule of activities, or a listing of coming events on a page and you don’t remove the old ones and add new ones you will loose the interest of the users.
When the data displayed on a page is outdated remove it. No one wants to see last weeks front page news on a newspaper site. What use is the forecast for yesterday on a weather page.
Even if you do not have any thing new to add you should occasionally change the page content colors or layout so people will continue to visit.
