Eduardo Garcia

Eduardo (Ed) Garcia Ugartechea, is a professional instructor in the Department of Criminal Justice at the University of Arkansas at Little Rock, since July 2009. Mr. Garcia brings over 30 years experience in industrial, institutional, state, and federal government security management, operations, and consulting throughout the U.S., Central America, and Mexico. Some of the projects he has managed have involved the U.S. Department of Defense, National Aeronautics and Space Administration, U.S. Department of Homeland Security, Internal Revenue Service, Federal Aviation Administration, TRW Space & Defense, Hughes Aircraft, and General Motors.

Mr. Garcia’s areas of expertise are in project management, security system design, public safety, crime prevention, adequacy of security analysis, policy, and administration. He has testified extensively in court throughout the U.S. and has consulted insurance companies and corporations in the areas of security policy, crime foreseeability, and premises liability. Mr. Garcia comes from a long family heritage in the security services business dating back from 1910. In 2000, he founded and later successfully sold a security and law enforcement training academy in Texas for state and federal government training and continuing education. Through his faculty teaching career he has served at the University of Texas at El Paso, New Mexico State University, Webster University, and ITT Technical Institute.
