Arkansas has the fewest lawyers per capita of any state in the union and the problem is even worse in rural communities,” [says] Joshua Silverstein, a professor of law at UA-Little Rock’s Bowen School of Law.

“Our country is all about equal justice under law, but part of how that works is having lawyers meet the unmet needs of the poor and the low-income people in our society,” [says] Suzanne Penn, director of the Delta Clinic at UALR, said.
