Policy Statement

The University of Arkansas at Little Rock (UALR) requires all proposals requesting funds from external agencies and/or committing university resources be submitted to the Office of Research and Sponsored Programs (ORSP) for review and approval at least five (5) business days before the sponsor’s deadline. Furthermore, all proposals must be submitted by ORSP to the external agency unless approved by ORSP.

The ORSP director serves as the authorized signatory authority for all proposals unless certain conditions exist (see UALR Policy 302.8). When an award is made, it must be approved and accepted by ORSP. Principal investigators and other UALR employees do not have the authority to approve or accept extramural funding on behalf of the university; this process can only be completed by ORSP and, depending on the award, the vice chancellor for finance and administration or the chancellor.

Purpose

To comply with all applicable federal laws and regulations, sponsoring agency guidelines, and university policies, ORSP is required to review all proposals for extramural funding and to assist in the determination of whether the university can accept an award. In addition, ORSP vets all proposals for budget accuracy, allowability, allocability, reasonableness, and acceptable contractual language and ensures that all appropriate internal approvals have been secured. ORSP staff must have sufficient time to complete this process before submitting a proposal to the sponsor.

To Whom Does this Policy Apply

All employees involved in the submission of proposals for extramural funding who receive any part of their salary through the university or whose activities use any university resources or facilities must submit their extramural funding proposals to ORSP and defer to ORSP for acceptance of all extramurally funded awards.

Considerations

In the event that this policy is not adhered to, ORSP cannot guarantee that proposals will be able to be submitted by the sponsor’s deadline. For any awarded proposal not originally submitted through ORSP, UALR administration will charge an additional five percent (5%) of the total indirect cost revenue earned on the award as compensation for the additional review work required to ensure that the award is compliant with all federal laws and regulations, sponsoring agency guidelines, and university policies.

Responsibilities

Principal Investigators

Responsible for submitting all proposals to ORSP at least five (5) days prior to the sponsoring agency’s deadline, allowing ORSP to submit all proposals to the sponsoring agencies, and, upon award, referring the sponsoring agency to ORSP to approve the award.

Department/Dean’s Office

Responsible for ensuring that all proposals submitted in the respective units are routed through the appropriate approval process.
