Policy:

The Office of Research and Sponsored Programs (ORSP) Director serves as the authorized ORSP signatory for all proposals. He or she also serves as the institutional authorized signatory for proposals unless at least one of the following conditions exists:

  1. The total request identified in the proposal exceeds $250,000;
  2. There are space or other infrastructural obligations or any extraordinary institutional commitments identified in the proposal; and/or
  3. The proposal calls for some level of institutional commitment beyond the termination date of the proposed project.

Proposals containing one or more of the three conditions stated above require the signatures of the vice chancellor responsible for the unit from which the proposal originated and the vice chancellor for finance and administration or their representatives.

The ORSP director is also the authorized ORSP signatory for all certifications, assurances, acceptance of awards, and other related transactions for sponsored programs.

In the absence of the ORSP Director, the following positions in the ORSP are authorized to sign as ORSP signatory for all proposals and as the Institutional Authorized Signatory for proposals, when none of the three aforementioned circumstances exists, and all certifications, assurances, acceptance of awards and other related transactions for sponsored programs on behalf of the ORSP director:

  • Senior associate director
  • Associate director
  • Assistant director

The following positions in the ORSP are authorized to perform electronic submission of all proposals, including certifications or assurances that have been fully executed by the authorized signatory or by those authorized to perform this function on his or her behalf:

  • Senior grants and contracts specialist, I and II
  • Grants and contracts specialist, I and II
  • Grants and contracts coordinator, I and II
  • Senior electronic research administration specialist, I and II
  • Electronic research administration specialist, I and II
  • Electronic research administration coordinator, I and II

The following positions in the ORSP are authorized to perform billings and accept awards and other related transactions that have been fully executed by the authorized signatory or by those authorized to perform this function on his or her behalf:

  • Senior grants and contracts specialist, I and II
  • Grants and contracts specialist, I and II
  • Grants and contracts
  • Coordinator, I and II
