Policy

The university recognizes that the performance of certain jobs may be enhanced by the provision of wireless communication devices such as cellular telephones. Upon identification of an official university business need, a department head may request approval for an employee to obtain a university provided cellular telephone. Prior to recommending approval for an employee to receive a university provided cellular telephone, a department head should consider the necessity of the requirement for the phone. Criteria such as the following are considered substantive reasons for an employee to be provided cellular service:

  1. The job requires considerable time outside the office and it is important to the university that the employee is immediately accessible to receive and/or make business calls during those times or to send and receive email.
  2. The job requires the employee to be immediately accessible to receive and/or make business calls outside of working hours or to send and receive email.
  3. Job duties away from the office may expose the employee or others to immediate harm or danger (e.g., visits to isolated or hazardous areas).

The service plan provided should be at a level commensurate with the business requirements and responsibilities of the position. Eligibility is based on necessity, frequency, and safety; not title or position. As an employer provided service, records and use of the phone is subject to audit and public records requests. Personal use should be kept to a minimum.

Requisitions for cellular service must be approved by the department head through applicable channels (i.e. deans, associate vice chancellors, etc.) with final approval by the appropriate vice chancellor (or equivalent). Upon approval by a vice chancellor, the purchasing office will obtain the desired equipment and service.
