[{"id":625,"date":"2023-12-13T17:16:30","date_gmt":"2023-12-13T23:16:30","guid":{"rendered":"https:\/\/ualrprd.wpengine.com\/budget\/?page_id=625"},"modified":"2024-11-22T08:27:04","modified_gmt":"2024-11-22T14:27:04","slug":"budget-faqs-3","status":"publish","type":"page","link":"https:\/\/ualr.edu\/budget\/budget-faqs-3\/","title":{"rendered":"Budget FAQs"},"content":{"rendered":"\n<p><strong>Q: What is the difference between a budget revision and a budget adjustment?&nbsp;<\/strong><br>\nA: While each of these affects the budget, they are different.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Budget revisions simply shift how the current budget is utilized, without changing the overall net position of the university or do not rise to the level of materiality of a budget adjustment that must be approved by the UA system president outlined in Board Policy 370.1. Instructions on how to complete a budget revision are included in the UALR Budget Policy located on the budget office website.<\/li>\n\n\n\n<li>Budget adjustments either change the net position of the university (the residual of the revenues less the expenditures) or meet the materiality standards outlined in Board Policy 370.1. Budget adjustments require the chancellor\u2019s approval at a minimum and may require the UA system president\u2019s approval if material per policy.<\/li>\n<\/ul>\n\n\n\n<p><strong>Q: In the budget build-up process, will we be allowed to redistribute the budget from one pooled labor spend category to another, or one supplies spend category and\/or account to another, or one cost center to another?&nbsp;&nbsp;<\/strong><br>\nA: Yes, as long as it is in the same fund group and you are not transferring between supplies and compensation categories.<\/p>\n\n\n\n<p><strong>Q: Departments frequently will transfer funds to ITS for equipment or software purchases. Will we still be able to do that and, if so, how?&nbsp;&nbsp;<\/strong><br>\nA: Yes, cost centers will still be able to do this. Transfer of such from the E&amp;G fund will not \u201crequire\u201d specific information in your budget since this will be a maintenance-to-maintenance transfer in the same fund group. You must budget this if the transfer is coming from any other fund group and the university will have to have the transfer recorded in both the E&amp;G fund and the cost center&#8217;s fund, which normally will be a designated or plant fund.<\/p>\n\n\n\n<p><strong>Q: Should we include total expected transfers from other cost centers?&nbsp;&nbsp;<\/strong><br>\nA: Yes.<\/p>\n\n\n\n<p><strong>Q: What happens to the balance of designated funds that are budgeted but not spent by year-end?<\/strong><br>\nA: Only the \u201cactual\u201d revenues and expenditures in your designated funds are accounted for when the university closes its books. Unspent funds automatically close out to the fund\u2019s fund balance.<\/p>\n\n\n\n<p><strong>Q: Do I have to budget for career service bonus payments for a designated fund?&nbsp;&nbsp;<\/strong><br>\nA: Yes. You should budget career service bonus payments for every fund group for which you have employees in your cost center (as cost center expenditures may cross fund groups).<\/p>\n\n\n\n<p><strong>Q: If I have a grant in ORSP, do I only budget for my indirect cost revenue?&nbsp;&nbsp;<\/strong><br>\nA: No. You should build the total budget for restricted funds with information and advice from ORSP.<\/p>\n\n\n\n<p><strong>Q: What is the process if I receive revenue that is already budgeted? Do I need to send through a request for a new budget?&nbsp;&nbsp;<\/strong><br>\nA: Once revenue is budgeted, departments only need to properly and timely deposit the funds. No additional action will be needed.<\/p>\n\n\n\n<p><strong>Q: What if I bring in more or less revenue than budgeted?&nbsp;&nbsp;<\/strong><br>\nA: You must monitor the \u201cActual\u201d activity in your designated funds to ensure actual expenditures are not greater than actual revenues and transfer in. Should you over-project your revenues and they come in less than budgeted, it will be your responsibility to reduce planned expenditures by the same amount. The recommendation states \u201cIdentify a solution for budgeting multiple-year grants that correctly assigns budget amounts to the appropriate fiscal year.\u201d<\/p>\n\n\n\n<p>In most cases, restricted revenues are directly correlated to grant and contract expenditures, many of which are unknown when developing a new fiscal year budget.&nbsp; Because of this, known grant revenue and expenses will be budgeted in their specific funds and \u201cbalancing funds\u201d will be used to budget for revenue and expenditures that are unknown but expected based on historical trends.&nbsp; The following steps will be taken to correctly assign budget amounts to the appropriate fiscal year.<\/p>\n\n\n\n<p><strong>For development of the new fiscal year budget:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Because grants and contracts don\u2019t follow a fiscal year, and instead are awarded based on a project period, it is reasonable to expect that funds would carryforward from the old fiscal year to the new fiscal year. The Office of Research and Sponsored Programs (ORSP) will work with program directors\/principal investigators to provide their best estimate of annual expense on projects that have carryforward balances from prior years and budget what is anticipated to be used in the upcoming year. These carryforward balances will be included in the new fiscal year budget submitted to the board.<\/li>\n\n\n\n<li>ORSP, with the assistance of the Budget Office (as needed), will project revenues and expenditures for restricted funds for the upcoming 12-month fiscal period based on historical trends and analysis.<\/li>\n\n\n\n<li>Using the balancing funds for each type of grantor (i.e., Federal, State and Other), the <strong>projected<\/strong> revenues and expenses will be budgeted, net of the carryforward amounts from the prior fiscal year.<\/li>\n\n\n\n<li>Balancing funds may be budgeted with a positive or a negative balance based on the level of expected activity from the historical analysis and the amount of carryforward from existing projects.<\/li>\n<\/ul>\n\n\n\n<p><strong>During the fiscal year:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>As new awards are received, ORSP will continue to budget restricted funds based on the official award notification. The University\u2019s budget is prepared annually covering a fiscal period from July 1st to June 30<sup>th<\/sup> and is named according to the calendar year in which it ends. Approval for the operating budget is obtained prior to the start of the fiscal year from the University Of Arkansas Board Of Trustees.<\/p>\n\n\n\n<p>The UA Little Rock budget is based upon projected revenues from various sources, inclusive of the funds received from State Appropriations, Student Tuition and Fees, and auxiliary revenues. Auxiliary revenues primarily include Athletics, Housing\/Food Services, and the Bookstore. These revenue projections are made in accordance with the UA Little Rock Annual Process for Projecting Revenues for all Fund Groups.<\/p>\n\n\n\n<p>In preparing the fiscal year budget, departmental budget officers are given guidelines and instructions provided by the Budget Office. These guidelines and instructions include timelines for completion, how to access reports for historical trend analysis, and key assumptions to be used in preparing the departmental budget. Departmental budgets are returned to the Budget Office for consolidation into one, all-funds proposed operating budget for the University of Arkansas at Little Rock.<\/p>\n\n\n\n<p>The proposed operating budget is submitted to the President of the University of Arkansas System for review and scheduling of the budget hearing. Upon completion of the budget hearing with the President, the budget is then sent to the Board of Trustees for review and approval. Approved budgets establish the expenditure control limits for each functional category. On July 1, each department\u2019s approved operating budget is loaded into a unique <strong>FOAPAL<\/strong> string, identifying the:<\/p>\n\n\n\n<p><strong>F<\/strong>und \u2013 Tracks the type of money, e.g., E&amp;G, Auxiliary, Designated, Restricted, Plant, etc.<\/p>\n\n\n\n<p><strong>O<\/strong>rganization \u2013 Identifies the Department and mirrors the organizational structure of UALR<\/p>\n\n\n\n<p><strong>A<\/strong>ccount \u2013 Categorizes what it is \u2013 e.g., tuition revenue, salary expenses, supplies, etc.<\/p>\n\n\n\n<p><strong>P<\/strong>rogram \u2013 Identifies why we do it \u2013 e.g., instruction, research, public service, etc.<\/p>\n\n\n\n<p><strong>A<\/strong>ctivity &#8211; optional transaction identifier<\/p>\n\n\n\n<p><strong>L<\/strong>ocation &#8211; used for rooms and asset tracking<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-accounts-are-budgeted-in-the-following-categories\">Accounts are budgeted in the following categories<\/h2>\n\n\n\n<p><strong>SALARIES: <\/strong>UALR utilizes position control to track approved salaries and wages for employees consistent with the state appropriation for the maximum number of employees and the maximum salary rate for each fiscal year.<\/p>\n\n\n\n<p><strong>FRINGE BENEFITS: <\/strong>Amounts are calculated centrally and are based on actual benefits being paid at the time the budget is finalized.<\/p>\n\n\n\n<p><strong>MAINTENANCE: <\/strong>Budget associated with non-salary or fringe related expenses such as travel and supplies. Each unit responsible for making these projections will be required to supply the Budget Office with their supporting documentation on how these budgeted amounts were calculated and the Budget Office will be responsible for retaining this documentation.<\/p>\n\n\n<div id=\"accordionGroup\" class=\"accordion\"><\/p>\n<p><div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"General-Funds-Content\" id=\"General-Funds\">General Funds<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"General-Funds-Content\" role=\"region\" aria-labelledby=\"General-Funds-Content\" class=\"accordion-panel\" hidden=\"\"><\/p>\n<p>The primary sources of funding for the general operating fund are Student Tuition &amp; Fees and State Appropriations which collectively make up about ninety-seven percent of the revenues in the fund group.\u00a0 The process to project future amounts for budgetary purposes is discussed below.<\/p>\n<ul>\n<li><strong>Student Tuition &amp; Fee<\/strong> revenue should be calculated by using final budgeted amounts for the current fiscal year, adjusting these totals based on the enrollment data found in the five-year enrollment projection report generated by the Office of Institutional Research, and then adjusting for recommended changes to Board-approved tuition and fee amounts. These new projected tuition and fee amounts should then be presented to the Cabinet for review and approval.<\/li>\n<li><strong>State Appropriations<\/strong> for the upcoming year are traditionally communicated to campuses from the Arkansas Department of Higher Education in time for use in budget development. If projecting for years beyond the upcoming fiscal year, the Office of Institutional Research can use its enrollment projection report supplemented with additional data to reasonably project future state appropriations.<\/li>\n<li><strong>Other Revenues <\/strong>of the general operating fund should be projected by using amounts shown on the Five Year Revenue and Expense Argos report then adjustments should be made for any known factors that would affect the historical trends over the previous five years.<\/li>\n<\/ul>\n<p><\/div><\/p>\n<p><div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"Auxiliary-Funds-Content\" id=\"Auxiliary-Funds\">Auxiliary Funds<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"Auxiliary-Funds-Content\" role=\"region\" aria-labelledby=\"Auxiliary-Funds-Content\" class=\"accordion-panel\" hidden=\"\"><\/p>\n<ul>\n<li><strong>Donaghey Student Center <\/strong>revenues should be projected by using year-end amounts shown on the Five Year Revenue and Expense Argos report and adjusted for any known factors that would affect the historical trends over the previous five years.<\/li>\n<li><strong>Campus Living <\/strong>revenues should be projected by using year-end amounts shown in the Three Year Revenue and Expense Argos report, adjusting these totals based on the enrollment data found in the five-year enrollment projection report generated by the Office of Institutional Research and projected occupancy rates.<\/li>\n<li><strong>Athletic Fee <\/strong>revenue should be calculated by using final budgeted amounts for the current fiscal year, adjusting these totals based on the enrollment data found in the five-year enrollment projection report generated by the Office of Institutional Research, and then adjusting for recommended changes to Board-approved tuition and fee amounts. These new calculations should then be presented to the Cabinet for review and approval.<\/li>\n<li><strong>NCAA and Sun Belt Conference Distributions <\/strong>are based on past several years\u2019 actuals in coordination with any direction of change given by these groups<\/li>\n<li><strong>Sponsorship Revenue <\/strong>is based on agreements negotiated with Pepsi and IMG\/Learfield<\/li>\n<li><strong>Game Guarantee Revenues <\/strong>are based on the Athletic Director\u2019s direction to each sport\u2019s head coach regarding how many games they are required to play and amounts they must receive in total<\/li>\n<li><strong>Ticket Sales Revenues <\/strong>are based on the most recent year\u2019s actuals with guidance from the Athletic Director and Sales staff for projected changes based on changes in team performance and\/or marketing campaigns<\/li>\n<li><strong>Entry Fee Revenues <\/strong>are based on past years\u2019 actuals combined with information regarding changes to the number of tournaments hosted or number of teams that will be entered in upcoming tournaments<\/li>\n<li><strong>UA Foundation Transfers <\/strong>are based on funds donated for a specific purpose to a sport or administrative area; they are also based on donations needed to fund a specific sport or balance the overall budget. The University\u2019s budget is prepared annually covering a fiscal period from July 1st to June 30th and is named according to the calendar year in which it ends. Approval for the operating budget is obtained prior to the start of the fiscal year from the University Of Arkansas Board Of Trustees.<\/p>\n\n\n\n<p>The UA Little Rock budget is based upon projected revenues from various sources, inclusive of the funds received from State Appropriations, Student Tuition and Fees, and auxiliary revenues. Auxiliary revenues primarily include Athletics, Housing\/Food Services, and the Bookstore. These revenue projections are made in accordance with the UA Little Rock Annual Process for Projecting Revenues for all Fund Groups.<\/p>\n\n\n\n<p>In preparing the fiscal year budget, departmental budget officers are given guidelines and instructions provided by the Budget Office. These guidelines and instructions include timelines for completion, how to access reports for historical trend analysis, and key assumptions to be used in preparing the departmental budget. Departmental budgets are returned to the Budget&nbsp; Office for consolidation into one, all-funds proposed operating budget for the University of&nbsp; Arkansas at Little Rock.<\/p>\n\n\n\n<p>The proposed operating budget is submitted to the President of the University of Arkansas System for review and scheduling of budget hearings. Upon completion of the budget hearing with the President, the budget is then sent to the Board of Trustees for review and approval. Upon approval by the Board of Trustees, the approved budget is uploaded into the general ledger, locked down from being modified, published, and distributed to the campus.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-783-content\" id=\"accordion-783\">Budget Management<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-783-content\" role=\"region\" aria-labelledby=\"accordion-783\" class=\"accordion-panel\" hidden=\"\">\n\n<p>The University\u2019s fiscal policy requires that funds are available before approval can be granted for any expenditure. Approved budgets establish the expenditure control limits for each functional category. On July 1, each department\u2019s approved operating budget is loaded into a&nbsp; unique set of work tags, identifying the:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Fund: <\/strong>Tracks the type of money, e.g., E&amp;G, Auxiliary, Designated, Restricted, Plant, etc;<\/li>\n\n\n\n<li><strong>Cost Center: <\/strong>Identifies the Department and mirrors the organizational structure of UA Little Rock;<\/li>\n\n\n\n<li><strong>Account: <\/strong>Categorizes what it is, e.g., tuition revenue, salary expenses, supplies, etc;<\/li>\n\n\n\n<li><strong>NACUBO Code: <\/strong>Identifies why we do it, e.g., instruction, research, public service, etc;<\/li>\n\n\n\n<li><strong>Spend or Revenue category: <\/strong>identifies the type of spending within each account;<\/li>\n\n\n\n<li><strong>Program, Grant, Gift, Designated, and Site: <\/strong>optional work tags.<\/li>\n<\/ul>\n\n\n\n<p>Accounts are budgeted in the following categories:<\/p>\n\n\n\n<p><strong>COMPENSATION: <\/strong>UA Little Rock&nbsp;utilizes position control to track approved salaries and wages for employees consistent with the state appropriation for the maximum number of employees and maximum salary rate for each fiscal year. Fringe Benefits are calculated centrally and are based on actual benefits being paid during the current fiscal year at the beginning of the budget process. The financial compensation budget is initially based on the related position and unallocated (pooled labor) budgets.<\/p>\n\n\n\n<p><strong>SUPPLIES AND SERVICES:<\/strong> Budget associated with non-salary or fringe-related expenses such as travel and supplies. These are budgeted at a pooled level but expended in the appropriate account to identify what the expense is for.<\/p>\n\n\n\n<p><strong>SCHOLARSHIPS:<\/strong> All student awards should be budgeted here.<\/p>\n\n\n\n<p><strong>TRANSFERS IN OR OUT:<\/strong> Any funding that will be moved to or from a different fund should be budgeted in the transfer accounts.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-703-content\" id=\"accordion-703\">Budget Revisions<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-703-content\" role=\"region\" aria-labelledby=\"accordion-703\" class=\"accordion-panel\" hidden=\"\">\n\n<p>During the fiscal year, budget officers may submit requests for revisions to the department\u2019s operating budget to effect the transfer of budget amounts between cost centers within the same fund for the Supplies &amp; Services group of accounts. These must be approved by the Department Dean and the Associate Vice Chancellor of Budgeting &amp; Financial Analysis. Budget dollars may not be transferred between the Supplies &amp; Services group of accounts and the Compensation group of accounts, although in special circumstances, such may be approved by the Chancellor and Cabinet. Budget officers may also submit requests for revisions to the position budget for positions or compensation changes that have been approved by the Department Dean, Human Resources, the Vice Chancellor of Finance and&nbsp; Administration, the Budgeting Office, and the Chancellor. New positions will require Cabinet approval.<\/p>\n\n\n\n<p><strong>Supplies &amp; Services:<\/strong> Budget officers may move funding within the same fund for Supplies &amp;&nbsp; Services related items between cost centers or accounts. Budget officers may move budgets within the Supplies &amp; Services account group but are prohibited from using accounts related to Compensation. Budget modification requests must be submitted on the Budget&nbsp; Amendment Request form with the related approvals. The amendment must be approved by the Dean and the Budget Office. Requests exceeding pre-set limits may need approval by the Vice Chancellor of Finance &amp; Administration. No changes will be made to the financial budget for Compensation, Revenue, or Scholarship account groups or to the overall total of the Supplies &amp; Services account group. The variances between actual and budgeted results will serve to inform Budget officers of necessary modifications to the budget for the following fiscal year.<\/p>\n\n\n\n<p><strong>Changes to Overall Financial Budget:<\/strong> In the event the operating budget must be changed, such changes must be approved by the Vice Chancellor of Finance &amp; Administration and submitted to the System Office on the related Quarterly Report with an explanation of the need for the change. These amendments are subject to rejection by the System Office.<\/p>\n\n\n\n<p><strong>Position Related Amendments:<\/strong> Requests for revisions to the department\u2019s position budget must be submitted on the Position Budget Amendment Request form. Changes in compensation must be approved by the Dean, Human Resources, the Budget Office, the Vice Chancellor of&nbsp; Finance &amp; Administration, and the Chancellor.
