While maintaining a strong liberal arts core education, UA Little Rock offers undergraduate and graduate degrees that meet the demand for professional and advanced level preparation in areas of critical need for local, state, and regional development. UA Little Rock is committed to a research and public service portfolio that applies its expertise and resources to public concerns and community wellbeing. Partnerships play a key role in enabling the university to extend its reach and increase its effectiveness.<br>\n<em>\u2014Adapted from the UA Little Rock Role and Scope Statement of the UA Board of Trustees<\/em><\/p>\n\n\n\n<p>Based on this role, four institutional priorities guide our actions:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Enhance access to higher education at UA Little Rock and ensure student success overall.<\/li>\n\n\n\n<li>Develop, maintain, strengthen the right mix of academic programs that will prepare students for viable career paths or career enhancements.<\/li>\n\n\n\n<li>Develop, maintain, strengthen a campus research portfolio that applies our talent and expertise to real life issues.<\/li>\n\n\n\n<li>Promote community engagement through our educational, research, and public service programs and projects, and through Trojan Athletics.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-ua-little-rock-s-lasting-impact\">UA Little Rock&#8217;s Lasting Impact<\/h2>\n\n\n\n<p>UA Little Rock\u2019s connections to the business community provide career opportunities uniquely found in the capital city. Drale, UA Little Rock Chancellor<\/strong><br>\n<strong>University of Arkansas Board of Trustees Meeting<\/strong><br>\n<strong>University of Arkansas at Little Rock Campus<\/strong><br>\n<strong>November 22, 2019<\/strong><\/p>\n\n\n\n<p>Chancellor Christina Drale gave a report outlining the challenges facing UA Little Rock and the institutional priorities for the coming year. She began by reviewing the institution\u2019s role and scope emphasizing its role in providing graduate, professional and doctoral education in a metropolitan environment, as well as research and public service, particularly in support of regional businesses, community organizations, government agencies, and other educational entities. UA Little Rock recognizes its role and responsibility to help solve problems and generate growth in Arkansas. She also pointed out the important role that UA Little Rock serves for a diverse student body at the undergraduate level, many of whom are working adults who come to \u201cup-skill\u201d, finish a degree, or set a completely new course for themselves. UA Little Rock prioritizes access to professional experiences through internships, service learning, client-oriented project-based learning, and original research with a faculty mentor.<\/p>\n\n\n\n<p>Chancellor Drale identified the current challenges of enrollment decline, budget shortfalls, and a failure of past policy and procedures to produce needed change or develop meaningful strategies. She identified the institutional priorities going forward in three critical areas: 1) Integrated planning, 2) enrollment management, and 3) budget integrity.<\/p>\n\n\n\n<p>Starting last year, UA Little Rock has embarked on a campus-wide review of budget units for effectiveness, efficiency, and centrality to mission. The Institutional Effectiveness Committee (IEC) released its first set of recommendations last February and subsequent recommendations are currently being shared with the campus community as the institution considers various approaches to balancing the budget. A new budget planning policy and procedure has been developed to ensure adequate levels of input and review during the planning process. The institution has more work to do to get to a fully integrated planning process in place, but it is working toward that end.<\/p>\n\n\n\n<p>Enrollment management remains a key factor in turning the tide for UA Little Rock. Chancellor Drale outlined the critical changes in leadership in that area, the changes in strategy, and the dramatic early results that they are seeing from those changes. Undergraduate admissions for fall 2020 are up 52% and new freshman admissions are up 156% compared to this time last year. Furthermore, the campus has developed a comprehensive enrollment management plan for the first time in its history, which covers both recruitment and retention at both undergraduate and graduate levels.<\/p>\n\n\n\n<p>In the area of budget integrity, Dr. Drale identified the need to both increase revenue and reduce expenditures to balance the budget. Improved enrollment management is expected to eventually improve the revenue stream, but there is a critical need to downsize the budget as soon as possible. Chancellor Drale emphasized the importance of a strategic approach to making budget decisions so that the budget process takes into consideration institutional strengths and the core mission. Several strategies were outlined: 1) consolidate, reorganize and downsize to reduce administrative costs overall, 2) downsize the physical plant by consolidating space needs and taking a few buildings off line, and 3) continue the academic planning process with a goal of consolidating or eliminating programs with weak viability.<\/p>\n\n\n\n<p>Chancellor Drale concluded her presentation with a reaffirmation of commitment to UA Little Rock students and a video introducing three \u201ctypical\u201d UA Little Rock students who \u201crepresent the essence of who we are as a university\u201d. In introducing the students to the Trustees after the video, Dr. Drale stated, \u201cthese students represent the power of educational transformation. These committees were tasked with addressing two top priorities recommended by the Institution Effectiveness Committee, student enrollment and student retention. Faculty, staff, and students were appointed to serve on the committees. This initiative also will help build community and trust through documentation and transparency for all planning, resource allocation, and continuous improvement processes. Ultimately, the initiative will ensure a strong, effective future for UA Little Rock by facilitating sustainable, systematic, and data-informed processes for integrating planning, budgeting and improvement.<\/p>\n\n\n\n<p><a href=\"https:\/\/ualr.edu\/chancellor\/wp-content\/uploads\/sites\/166\/2020\/02\/IEC-Nov-19-Update-to-Feb-19-Report.pdf\">IEC Nov 2019 Update to Feb 2019 Report<\/a><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-goals-and-strategies\">Goals and Strategies<\/h2>\n\n\n\n<p>It is important to keep in mind that the primary and ultimate goal for our institution is <em>sustainable effectiveness in serving our mission<\/em>. Our current Strategic Plan speaks to this overall goal with specific emphasis on student success, human resources, research and creative endeavors, community engagement, and diversity\/global understanding. Although we will be updating our institutional strategic plan in the next few years and will be developing new strategies for a variety of objectives, everything we do must eventually rise to this singular commitment. The creation of the Institutional Effectiveness Committee is directly related to this goal in that it is charged with assessing institutional effectiveness and making recommendations regarding strategic planning and resource allocation.<\/p>\n\n\n\n<p>The IEC has a three-part charge going forward:<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-general-ongoing-charge\">General, Ongoing Charge<\/h2>\n\n\n\n<p>The IEC shall facilitate continuous improvement towards the goal of sustainable effectiveness in serving our mission through the following strategies: 1) regular review of campus units for institutional effectiveness, 2) review of, and participation in the planning and budgeting process, 3) collection and review of strategic and operational planning documents for the purpose of facilitating an integrated planning approach, and 4) the review of any other information or processes germane to continuous improvement outcomes.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-structural-charge\">Structural Charge<\/h2>\n\n\n\n<p>The IEC shall establish a process for ongoing review of institutional effectiveness of campus units. It shall also recommend an ongoing planning and budgeting process in collaboration with the UA Little Rock Budget Office and other appropriate governance bodies at the institution. A long-term structural goal is to incorporate the IEC into the formal governance structure of this institution.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-short-term-charge\">Short-Term Charge<\/h2>\n\n\n\n<p>For the remainder of fiscal year 2020, the Chancellor requests the following from the IEC:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Provide a recommended process for at least the budgeting part of the annual planning and budgeting process by the end of October 2019.<\/li>\n\n\n\n<li>Provide recommendations to the Chancellor for resource allocation review in three stages. Provide the first set (which may be based on the February 2019 report) by the end of October. class=\"bg-gray box-border box-padding-32-48\">\n\t\t\t\t\t\t\t\t\t\t\n\n<p>Dr. Christina Drale serves as Chancellor for the University of Arkansas at Little Rock. Prior to this appointment, she was the Interim Executive Vice Chancellor and Provost at UA Little Rock. As the university\u2019s chief academic officer, she oversaw the administration, coordination, and development of all academic functions of the university.<\/p>\n\n\n\n<p>Dr. Drale joined UA Little Rock in 2006 as Associate Dean of the College of Professional Studies before becoming the Associate Vice Chancellor for Academic Affairs in 2011. In this role, she was responsible for faculty relations, academic resource management, policy oversight, and general administration.<\/p>\n\n\n\n<p>A native of the Los Angeles area, Dr. Drale earned a Ph.D. in sociology, a Master of Arts in sociology, and a Bachelor of Arts in communications, all from the University of California, San Diego. She took her first academic position at Missouri State University in 1986, where she stayed for nearly 20 years and served as associate professor of media, journalism and film, and associate dean of the College of Arts and Letters.<\/p>\n\n\n\n<p>Additional credentials include participation in Leadership Missouri, a year-long program sponsored by the Missouri Chamber of Commerce, and the Institute for Management and Leadership in Education, a two-week intensive training program at Harvard University\u2019s Graduate School of Education. Current memberships include Fifty for the Future, Rotary Club of Little Rock \u2013 Club 99, Arkansas Research Alliance Board, and AR Kids Read, Friends of Reading.<\/p>\n\n\n\n<p>Dr. Drale is a recipient of the E. Joseph Savoie Chief Executive Leadership Award, a prestigious honor recognizing transformational leadership in higher education.<\/p>\n\n\n\n<p>The E. Joseph Savoie Leadership Award honors a <a href=\"https:\/\/www.case.org\/\">Council for Advancement and Support of Education<\/a>&nbsp;(CASE) District IV president or chancellor who has demonstrated exceptional commitment to advancement, collaboration, and innovation within their institution.&nbsp;<\/p>\n\n\n\n<p>Under Drale\u2019s leadership, UA Little Rock has achieved its strongest enrollment growth in 15 years, including a 29% increase in freshman students and an 18% increase in transfer students.
