As of August 11, there were 15 Arkansas cases of monkeypox.

Symptoms

The symptoms of monkeypox include fever, headache, muscle pain, and a painful rash that occurs seven to 14 days after exposure. The rash may be located on or near the genitals or anus but could also be on other areas like the hands, feet, chest, or face.

Transmission

Monkeypox is spread through close contact and can be transmitted to anyone regardless of age, gender, sexual orientation, race, and ethnicity. It can be spread by direct skin-to-skin contact with infectious rash, scabs, or body fluids. This can include household and/or intimate contact. Spreading can also occur when contacting contaminated items, such as clothing. It can also be transmitted through respiratory secretions during prolonged, face-to-face contact; however, it is not an airborne illness. Monkeypox is NOT spread through casual, brief conversations or walking by someone with monkeypox, like at a grocery store.

For Providers: Providers are encouraged to contact the ADH if monkeypox is suspected [for] coordinating testing and other considerations.

Diagnosis

A health care professional can identify monkeypox with a blood test or by looking under a microscope at a sample of fluid swabbed from the rash. Because the disease is rare, your doctor may need to rule out other, more common rash-producing illnesses such as chickenpox, measles, or syphilis.

Treatment

Antiviral drugs are effective treatments against the illness. Most people who test positive do not require treatment. However, the ADH has a small supply of the antiviral medication, TPOXX. This medication will be used for severe cases, for those with a high risk of having a severe illness, or for those whose lesions are on concerning areas of the body, like on the eyes.

Vaccines

Arkansas has been allocated a limited number of doses of Jynneos, the monkeypox vaccine. Those who are eligible for the vaccine include people who have had close contact with a known or suspected case in the last 14 days or those who have had a high-risk encounter in a setting or event where monkeypox has been reported to be spreading.

Isolation

People with monkeypox are infectious to others once symptoms begin and remain infectious until lesions form scabs, scabs fall off, and a fresh layer of skin forms. CDC recommends that people with monkeypox isolate until this point, which can take up to 4 weeks.

UA Little Rock Information

Monkeypox doesn’t meet the definition of pandemic under the Emergency Response Plan policy because the virus isn’t “efficiently transmitted between humans.” However, the presence of cases in the state is of concern and will be appropriately monitored.

As part of campus communications leading up to the fall term, UA Little Rock Health Services will share strategies to mitigate the risks of both the coronavirus and monkeypox.

In the event of an on-campus monkeypox infection, Health Services will coordinate their response with the Arkansas Department of Health. Health Services will refer to ADH for testing. Health Services will refer anyone who is symptomatic to ADH for testing.

Education to patients with suspected Monkeypox will include information about partner notification, treatment, and vaccination eligibility.

Updated August 12, 2022

Arkansas Department of Health information The first case of monkeypox in Arkansas was identified in July 2022. This is a class C misdemeanor, (with a class A as the most serious), and may result in fines and incarceration.

Driving a motor vehicle with .08% or more blood alcohol content is a class A misdemeanor that, in addition to incarceration and heavy fines, will result in a suspension of driving privileges from 120-180 days for the first offense. Driving with a license suspended for DWI may result in incarceration for ten days and a $1,000 fine. Refusing the chemical test for blood alcohol content may result in a 180-day suspension of driving privileges for the first offense. In the event of an accident involving a fatality, a blood alcohol content of .08% or higher may result in a charge of manslaughter, even though the driver did not set out to intentionally harm anyone.

A person under the age of 21 operating a motor vehicle with .02% but less than .08% blood alcohol content commits the offense of Underage Driving Under the Influence. The penalties include suspension of driving privileges for up to 120 days for the first offense, fines up to $500, public service work at the discretion of the court, and mandatory attendance at an alcohol and driving education program.

Arkansas statutes 5-27-501 through 503 are aimed at preventing persons under 21 from using altered identification to purchase alcohol. Manufacturing, altering, or distributing altered personal identification for this purpose is a Class C Felony punishable by up to ten years in prison. Possessing altered identification is a class B misdemeanor punishable by up to 90 days in jail and revocation of driving privileges for up to 12 months or age 18, whichever is shortest.

Possession of more than four ounces of marijuana or possessing it in a form to facilitate distribution is a felony offense. Possession of any usable amount of any other illegal narcotic is a felony. The penalties range from probation to life in prison. In an effort to combat the manufacture of methamphetamine, legislation was enacted to control ephedrine, pseudoephedrine, and phenylpropanolamine. Possession of more than five grams of ephedrine or more than nine grams of pseudoephedrine or phenylpropanolamine is a felony and prima facie evidence of the intent to manufacture methamphetamine. These substances are often found in over-the-counter sinus medications and diet pills.

Standards of Conduct

The University expects students, employees, and groups to be free of the influence of controlled substances; to refrain from the use of controlled substances on University premises or related premises, or at a University activity. Some STIs are transmitted through fluids such as vaginal secretions and semen, while others are transmitted with skin-to-skin contact.

In order to reduce the risk of STI transmission, it is recommended that condoms and/or dental dams be used every time, with every partner. The only way to completely prevent the transmission of STIs is abstinence.

New Partner? Get Tested!

If you are beginning a new relationship or are thinking about entering a new relationship soon, this is the perfect time to get tested for STIs. Knowing your STI status, and getting treatment if necessary, will help you start a new sexual relationship with confidence. Ask your partner to get tested as well.

Exchanging test results and discussing them with your partner may feel awkward at first, but it’s a powerful step in taking charge of your sexual health. It’s a step any responsible new partner will appreciate. If a new partner refuses to get tested or refuses to share their test results with you, that is a relationship red flag you should pay attention to.

It’s impossible to know for sure whether or not your partner is engaging in risky sexual behavior with others, especially if it is a new relationship. Even if both you and your partner are STI-free, it is recommended that you use condoms and/or dental dams. For your own safety, and for pregnancy prevention, you should insist on using protection at least until you are in a committed, stable, long-term and monogamous relationship, and you have other options in place for pregnancy prevention if that applies to you.

Multiple Partners or Frequent New Partners?

If you have multiple sexual partners or ‘hook up’ with new partners frequently, it’s especially important to use condoms and/or dental dams every time you have sex. Additionally, since accidents happen and condoms and dental dams are not 100% effective, it’s a good idea to get tested for STIs on a regular basis, for example, every two to three months.

Are you a person who can become pregnant? Do you have sex with men? If so, it’s a good idea to use a backup form of pregnancy prevention in addition to condoms. When used correctly, condoms help prevent STIs, but they are not the most reliable method of pregnancy prevention. Health Services can help you choose a birth control option that is right for you.

Treating STIs

There are a variety of treatments available for STIs. Some infections are bacterial, such as chlamydia and gonorrhea, and can be cured with antibiotics. Other infections are viral, such as herpes and HIV, and while there are no cures available, there are medications to reduce the severity of symptoms.

STI or STD? What’s the Difference?

Diseases that are spread through sexual contact are usually referred to as sexually transmitted diseases or STDs for short. In recent years, however, many experts in this area of public health have suggested replacing STD with a new term—sexually transmitted infection, or STI.

Why the change? The concept of “disease,” as in STD, suggests a clear medical problem, usually some obvious signs or symptoms. But several of the most common STDs have no signs or symptoms in the majority of persons infected. Or they have mild signs and symptoms that can be easily overlooked. So the sexually transmitted virus or bacteria can be described as creating “infection,” which may or may not result in “disease.” This is true of chlamydia, gonorrhea, herpes, and human papillomavirus (HPV), to name a few.

Consent

Sexual consent means agreeing to take part in any kind of sexual activity. Having sex can and should be a positive and pleasurable experience when it’s based on mutual respect and both partners have agreed to it. Sexual consent applies every time you have sex and to any type of sexual activity at any stage – not just penetrative vaginal or anal sex. Talking about what you do or don’t want to do means you’ll both be able to share what you feel comfortable with and want from sex, which will make the whole experience more enjoyable.
