Mandy Hull
Associate Vice Chancellor of Human Resources

Mandy Hull is the Associate Vice Chancellor of Human Resources.  Mandy is responsible for overseeing a broad range of activities including employee benefits, recruitment (faculty and staff), employee relations, personnel policy interpretation, training and development, and the overall operations of the department. Mandy provides guidance regarding disciplinary procedures, oversees the departmental budget, and ensures compliance with state and federal employment laws. Email Mandy at


Emily Rodriguez
HR Administrative Coordinator

Emily is responsible for providing customer service support to visitors, students, and employees. Emily also provides support to the CHRO, processes new hire packets and all tuition waivers for the university. Email at


Debra Simpson-Webster
Associate Director of Benefits

As the Associate Director of Benefits, Debra is responsible for the day-to-day administration of employee benefits  and compensation, and serves as the UA  Wellness Program liaison. Debra administers employee benefits programs, such as, the medical ,dental, and vision plans; life insurance plans, 403(b) and 457(b) retirement plans,  and defined benefit retirement plans;; long-term disability, flexible spending programs, and voluntary products.  Debra also handles retiree benefits and processes death insurance claims.  Debra responds to benefit inquiries and complaints to ensure quick and courteous resolutions.  Email Debra at

Cynthia Evans
Benefits Specialist

Cynthia is responsible for the accounting duties of benefits . This includes payments for retirement plans, flexible spending, voluntary products, and UA System benefit payments. Cynthia processes COBRA for new and terminating employees, reconciles monthly enrollment for health, dental and vision insurance, and assists the Associate Director as needed with completion of required reports. Employee Relations

Karen Baker
Employee Relations Manager/Leave Administrator, EEO Officer, ADA Coordinator

Karen supports UA Little Rock employees by providing guidance on leave of absence options, the grievance and complaint process, facilitating and mediating conflict resolutions, assisting with Worker’s Compensation benefits and ADA accommodations, and ensures business practices comply with state and federal employment laws.  Email Karen at

Sylvester Cartwright
Programmer Analyst

Sylvester supports the efforts of the Department of Human Resources by facilitating the collection, analysis and interpretation of institutional data. Sylvester is responsible for troubleshooting and problem solving to resolve hardware and software problems and maintaining the HR website. Email Sylvester at


Michele Curd
Associate Director of Personnel/HRIS

Michele is the Associate Director of Personnel and HRIS.  Michele oversees personnel matters, such as, onboarding, E/PAFs, ensures classification and compensation comply with state guidelines, submits legislative reports, monitors employment authorizations, supervises the record retention program, and directs the daily activities of the Personnel area.  Michele provides guidance on performance management and disciplinary procedures.  Email Michele at

Employee Services Coordinator

Manages a variety of employment related services, such as, processing EPAF’s, classified performance evaluations, employment verifications, proof of prior service, concurrent employment, unemployment claims/hearings, and conducts training sessions.  Also assists the Associate Director with daily operations.

Record Retention Specialist

Records Retention Specialist  is responsible for ensuring the integrity, accuracy and safekeeping of hard copy files and electronic data by coordinating storage, retrieval usage, and records retention activities. Performs various personnel tasks and front office support to visitors, students, and employees. Human Resources Specialist

Ophelia Dedner
Associate Director of Recruitment/Affirmative Action Officer

Ophelia is the Associate Director of Recruitment and the Affirmative Action Officer. Ophelia oversees recruitment area by performing a wide variety of employment functions in support of the day-to-day operations of the university’s hiring processes. Ophelia directs the daily activities of recruiting, administers the talent management system (PeopleAdmin), , and provides guidance to managers on the recruitment process, search waivers, job advertisements, and related areas. Valarie Abrams
Assistant HR Manager, Recruitment

Valarie Abrams is a member of the HR Recruitment Team. Valarie has HR expertise in recruitment matters, and serves as an initial contact for assistance in job creation, job postings, and filling vacant positions by using the PeopleAdmin  talent management system. LaTonda Davis-Williams
Director of Title IX

LaTonda is the Director of Title IX.  The Title IX Coordinator is the designated university official with primary responsibility for coordinating the university’s compliance with Title IX. This includes providing leadership for Title IX activities; providing consultation, education and training; and helping to ensure the university responds appropriately, effectively and equitably to Title IX issues.  Ophelia also supervises HR reception. Training and Development Manager

The training and development  manager for the university.  uses a consultative approach to support campus needs aimed at maximizing performance, including, team building, employee engagement and retention, change management, rewards and recognition, supervisory and management training, leadership coaching and development, and strategic planning and departmental development.  Email
