Northup Memorial Scholarship"},"content":{"rendered":"\n<p>The UA Little Rock <a href=\"https:\/\/ualr.edu\/interpreting\/ba-degree-interpretation\/\">Interpreter Education Program<\/a> is raising funds to establish a scholarship for interpreting majors in honor of a long time UA Little Rock Instructor, interpreter, author, and leader in the Deaf community. As soon as funds become available, the <strong>Barbara E. Northup Memorial Scholarship for Interpreter Education<\/strong> will be awarded annually to one or more students who apply, meet the criteria, and are recommended by a selection committee consisting of members of the Deaf community, Interpreting community, and the IEP faculty.<\/p>\n\n\n\n<p>Barbara E. Northup (1950-2012) taught in the Interpreter Education Program for 21 years. She taught full-time from 1986-1991 before leaving UA Little Rock to teach at the Arkansas School for the Deaf (ASD). She was an assistant professor with tenure and served as the Program Coordinator of the Interpreter Education Program (IEP) from 1982-2004. She authored and was awarded over $8 million in federal grants to UA Little Rock over 20 years to train interpreters in a 5-state region (AR, LA, NM, OK, TX) under five RSA grants (1985-2010), and under six OSEP grants (1991-2006), federal funds sponsored students\u2019 tuition for A.A. and B.A. degrees in educational interpreting. She serves as a member of the IEP Advisory Council. She has 42+ years of professional experience in deafness, interpreter education, deaf-blindness, and ASL instruction, as well as extensive experience in interpreting across a wide range of settings and occasions, including educational interpreting with children, youth and adults who are deaf, deaf-blind and or hard of hearing. She is a nationally recognized educator\/trainer of interpreters and provided over 260 national, regional and local level in-service workshops on accessibility, ASL, interpreting, conference interpreting, and other special setting interpreting.<\/p>\n\n\n\n<p>Taff-Watson is the author of over 200 articles, chapters, and monographs on deafness and interpreting; continues to serve on the Editorial Boards or national journals.\u00a0\u00a0She is the Editor of the\u00a0<em>ARIDian News and Views<\/em>\u00a0since 1987 (Arkansas Registry of Interpreters for the Deaf) and former Co-Editor, 1987-2001, of the\u00a0<em>CIT News<\/em>\u00a0(Conference of Interpreter Trainers). She has served as a commissioner for the\u00a0<em>Commission on Collegiate Interpreter Education<\/em>\u00a0(CCIE), the national accrediting body for Interpreter Education programs. Over a span of 25 years, she has served on a variety of federal\/national\/statewide advisory councils, including the 5-year\u00a0<em>National Multi-Cultural Interpreter Training Project<\/em>, the 5-year\u00a0<em>National Training of Interpreters for Individuals who are Deaf-Blind Project<\/em>, the\u00a0<em>Arkansas Coalition for the Education of Students who are Deaf\/Hard of Hearing<\/em>\u00a0and service on the Arkansas Department of Education 2007\u00a0<em>Committee on Educational Interpreter Standards<\/em>. For 15+ years she coordinated the Certification Maintenance Program for ARID as an\u00a0<em>RID Approved Sponsor<\/em>\/<\/p>\n\n\n\n<p>Taff-Watson is the recipient of numerous community and university awards, such as, the\u00a0<em>Gloria Wright Award<\/em>\u00a0(2005) for outstanding and dedicated service to Deaf and Hard of Hearing Arkansans; recognition in 2004 by Kappa Delta Pi, the International Honor Society in Education, for 20 years of\u00a0<em>Scholarship and Leadership<\/em>; the RID\u00a0<em>Silver Scribe Award for Outstanding Newsletter<\/em>\u00a0(2001-2003); the College of Education and the University\u00a0<em>Excellence in Public Service<\/em>\u00a0(1989) and the College of Education\u00a0<em>Excellence in Research and Scholarly Activities<\/em>\u00a0(1994); the RID\u00a0<em>Outstanding Public Service Award<\/em>\u00a0(2001-2003 &amp; 2003-2005) as a peer reviewer for the\u00a0<em>JOI<\/em>\u00a0Board of Editors; the RID\/CIT\u00a0<em>Mary Stotler Award<\/em>\u00a0(1994) for outstanding contributions to the fields of interpretation and interpreter education; the ARID\u00a0<em>Distinguished Service as President<\/em> (1983-1987); the UA Little Rock <em>Certificate of Appreciation for Service to School of Engineering Technology\u00a0<\/em>(1987); the City of LR\u00a0<em>Certificate of Appreciation for Service<\/em>\u00a0(1986); and the Arkansas Coalition for the Handicapped\u00a0<em>Certificate of Appreciation for Service\u00a0<\/em>(1985, 1986).<\/p>\n\n\n\n<p>Taff-Watson previously owned and operated Communication Plus+ Interpreter Services, Inc., a statewide interpreter service and an inter-state research entity.\u00a0\u00a0She continues to provide internship opportunities for students of the UA Little Rock-IEP. She is actively involved in numerous leadership roles in interpreter organizations nationally and locally and is currently serving on a variety of committees for the Arkansas Registry of Interpreters for the Deaf (ARID). She has served as president, vice-president, secretary, program chair, and biennial conference chair for ARID.<\/p>\n\n\n\n<p>Taff-Watson holds a M.A. (1975) in Rehabilitation Counseling\/Deafness with a minor in Deaf Education from New York University, completed her doctoral work in Deafness Rehabilitation, and holds the CSC certificate (1978) from RID, Inc. Her professional experience includes working as the communication specialist in deaf-blindness for the Helen Keller National Center, as a certified teacher of the deaf in NYC public schools, and as an interpreter. She is married to Dr. Douglas Watson, former Director of the Research and Training Center for Persons who are Deaf or Hard of Hearing and has three children, three grandchildren and one great grandson. Anderson\" href=\"mailto:gbanderson@ualr.edu\">gbanderson@ualr.edu<\/a><\/p>\n\n\n\n<p>Dr. Anderson, a native of Chicago, began his professional career in 1970 as a VR counselor in Detroit with Michigan Rehabilitation Services. In 1972 he joined the Deafness Research and Training Center at New York University (NYU). At NYU, he served as coordinator of the referral and counseling center that provided community services and advocacy to deaf residents from the Metro New York City area. From 1975 to 1982, he worked at LaGuardia Community College of the City University of New York where he helped establish a continuing education program to benefit deaf adults interested in returning to school to further their education and\/or to obtain two-year college degrees.<\/p>\n\n\n\n<p>In August 2008, he joined the Interpreter Education faculty within the Department of Counseling, Rehabilitation and Adult Education at the University of Arkansas at Little Rock. From 1982 to 2008, he served as director of training at the University of Arkansas Rehabilitation Research and Training Center for Persons who are Deaf or Hard of Hearing located in Little Rock. He was also a professor in the University\u2019s Department of Rehabilitation, Human Resources, and Communication Disorders and served as coordinator of the M.S. degree program in Rehabilitation Counseling with Persons who are Deaf or Hard of Hearing.<\/p>\n\n\n\n<p>In addition to his work at the University of Arkansas at Little Rock, he serves as treasurer of the Little Rock Black Advocates and as newsletter editor for the Arkansas Association of the Deaf. He has previously served as chair of the Gallaudet University Board of Trustees, second vice-chair of the National Council on Disability, chair of the State Rehabilitation Council for Arkansas Rehabilitation Services, and member of the Board of Directors of National Black Deaf Advocates. James\" href=\"mailto:rajames@ualr.edu\">rajames@ualr.edu<\/a><\/p>\n\n\n\n<p>Raphael (Ray) James, M.S., IC\/TC, TCDHH-IV\/CIC, ASLTA, is currently a faculty member at the University of Arkansas at Little Rock in the Interpreter Education Program (appointment began in the fall 1992).<\/p>\n\n\n\n<p>Mr. James is the fourth child of five born into the home of an apostolic minister. With this influence, his beginnings in the field of deafness began at church, learning the language and having his first interpreting experience in the religious settings. He has served as a statewide deaf ministries coordinator in Texas and as a missionary to New Life Deaf Ministries in Honduras (Ministero De Sordos Nueva Dida; Tegucigalpa , Honduras).<\/p>\n\n\n\n<p>He received a Master of Science in Rehabilitation Counseling with emphasis in Deafness from the University of Arkansas ( Fayetteville ) in 1995, and received a Bachelor of Theology from International Bible Seminary in Portsmouth , Florida , 1988. He achieved and maintains licenses as an interpreter (Court Interpreter Certified-TX) with the Texas Board of Evaluation for Interpreters (BEI) under the Department of Assistive and Rehabilitative Services, Division for Deaf and Hard of Hearing (DARS) since 1980, and national certification with the Registry of Interpreters for the Deaf, Inc. (RID) since 1987. Mr. James has been involved in deafness and interpretation for more than thirty years with the last seventeen years as a professional educator. He is the Project Coordinator of Preparation of Educational Interpreters at the Associate and Baccalaureate Levels, a federal grant awarded by the Office of Special Education Programs (OSEP) through the Department of Education, Washington , DC . Mr. James was recognized by the Arkansas Leadership Academy for his contribution with excellence toward the implementation of the Distance Teaching and Learning Seminar at UA Little Rock.<\/p>\n\n\n\n<p>Mr. James served as adjunct instructor in the Houston Community College System, Communication with the Deaf Program, and has provided workshops, seminars, and presentations on various topics across the country and internationally. He received the Lillian Beard Interpreter of the Year award from the Deaf Community of Greater Houston, Texas (1990), recognition for distinguished service from the Greater Houston Interpreters for the Deaf (1992), and was awarded the Harry and Sally Bolton Award for outstanding achievement in Rehabilitation Counseling Education (with emphasis in Deafness \u2013 1995). In 1999, the Registry of Interpreters for the Deaf, Inc. awarded him with the Distinguished Service Award, and in 2002, UA Little Rock\u2019s College of Education selected him for the Faculty Excellence Award in Public Service.<\/p>\n\n\n\n<p>Mr. James is politically active in interpreter organizations nationally and has served as president of the Arkansas Registry of Interpreters for the Deaf (ARID) as well as the Greater Houston Registry of Interpreters for the Deaf. He was involved for nine years with the development of the Certification Maintenance Program for the Registry of Interpreters for the Deaf, Inc. He served as the Chairperson of the Professional Development Committee of RID, which administers certification maintenance, for five of those years. He served on the Affiliate Chapter Relations Committee and has edited a web-based publication called Affiliate Chapter Handbook (http:\/\/www.rid.org\/handbook.html). She is editor of the Region VI Reporter, the biannual newsletter published for the project.<\/p>\n\n\n\n<p>Hollingsworth teaches American Sign Language I, American Sign Language II, Manually Coded English, Fingerspelling, Artistic Interpreting, and Interpreting in Specialized Settings. She completed the Educational Sign System Evaluation administered by the S.E.E. Center for the Advancement of Deaf Children. Receptive and Expressive evaluation results placed her in the Advanced Level using SEE in a classroom setting. Hollingsworth also has successfully completed the Interpreting in the American Legal System online program sponsored by the Distance Opportunities for Interpreter Training Center (DOIT) and passed the written portion of the SC:L. She completed the Interactive Distributed Learning Certificate Program at UA Little Rock. Through this program, Hollingsworth learned how to create an online course and is in the process of revising course materials to be placed online for most of the courses in the Interpreter Education Program.<\/p>\n\n\n\n<p>She is a member of the Registry of Interpreters for the Deaf, Inc., Conference of Interpreter Trainers, Arkansas Chapter of the American Sign Language Teachers Association, and the Arkansas Registry of Interpreters for the Deaf (where she has served as President, Vice-President and Treasurer). The UA Little Rock Interpreter Education Program provides interpreter professionals in training a safe, effective, and compassionate environment to better develop their interpreting skills.<\/p>\n\n\n\n<p>The UA Little Rock Interpreter Education Program provides education to prepare professional interpreters in all settings to function as linguistic and cultural mediators between individuals who are hearing and individuals who are Deaf, DeafBlind, or Hard of Hearing.<\/p>\n\n\n\n<p>As an example of the various settings, the UA Little Rock IEP and <a href=\"http:\/\/ualr.edu\/nursing\">School of Nursing<\/a> provides interprofessional simulated experience for both health care professionals, and interpreters who are being trained to bridge the communication barrier between English and American Sign Language. This simulation training also incorporates mental health scenarios bringing in the <a href=\"http:\/\/ualr.edu\/socialwork\">School of Social Work<\/a> as well.<\/p>\n\n\n\n<p>The simulated patient training process is done by training Deaf, DeafBlind, or Hard of Hearing individuals to participate as simulated patients with a specific illness. The \u201cpatient\u201d is coached to portray certain symptoms and to display specific emotional characteristics. They are also trained to give corrective and supportive feedback to the medical students regarding their communication skills with patients. Interpreting students are educated in the use of medical terminology, cultural mores to consider when negotiating linguistic equivalency and logistics of an interpreter being present. UAMS medical students obtain a medical history of the patient and determine a diagnosis while learning appropriate techniques of communicating with a patient using a different language and having a \u201cthird\u201d party involved in the process.<\/p>\n\n\n\n<p>Interprofessional simulations are done on-site with the UA Little Rock IEP students joining the parties from the various settings targeted through the training. Students are evaluated during the simulation and a debriefing immediately following.<\/p>\n\n\n\n<p>This experiential learning opportunity has been very successful for the program. It provides a much-needed exposure to both professionals of various targeted settings and the students in training becoming professional interpreters. The state can impose penalties for persons or entities that violate the law. The grant began October 1, 2021 and continues through September 30, 2026. The grant\u2019s goal is to increase the number of qualified interpreters working within the educational settings with IDEA identified children of pre-K through 12th grade through interpreter education at the Baccalaureate Level.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-eligibility-requirements\">Eligibility Requirements<\/h2>\n\n\n\n<p>The OSEP grant funding is competitive and includes payment of tuition, fees, benchmark exams and a stipend during each semester funded. Requirements include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Junior or Senior standing as a full- or part-time student majoring in the <a href=\"https:\/\/ualr.edu\/interpreting\/ba-degree-interpretation\/\">B.A. in Interpretation: ASL\/English<\/a><\/li>\n\n\n\n<li>Signed agreement stating acknowledging a \u201c2 to 1 payback\u201d requirement (e.g., for each academic year funding is received, the recipient agrees to work 2 academic years in educational settings with IDEA identified children).<\/li>\n\n\n\n<li>Overall GPA of 3.0 or above<\/li>\n\n\n\n<li>Two Letters of Recommendation<\/li>\n\n\n\n<li>Expected completion of the UA Little Rock bachelor&#8217;s degree in Interpretation: ASL\/English prior to or by September 30, 2026.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-selection-criteria\">Selection Criteria<\/h2>\n\n\n\n<p>Students will be selected to receive the OSEP grant based on the following criteria:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Assurance that all of the above requirements are met.<\/li>\n\n\n\n<li>Financial Need<\/li>\n\n\n\n<li>Prior experience and coursework in interpreting or deafness related fields<\/li>\n\n\n\n<li>Potential for completing the program<\/li>\n\n\n\n<li>Commitment to educational interpreting and the payback agreement<\/li>\n\n\n\n<li>Diversity of applicant pool<\/li>\n\n\n\n<li>Overall GPA<\/li>\n\n\n\n<li>Letters of Recommendation<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-selection-process\">Selection Process<\/h2>\n\n\n\n<p>Scholarship applicants are interviewed by a team of 3-5 faculty (Project Coordinator plus faculty) for each Spring and\/or Fall semester. Candidates selected to receive scholarships are notified in writing with confirmation of the approximate amount of the scholarship award for the forthcoming semester.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-continuing-eligibility-requirement\">Continuing Eligibility Requirement<\/h2>\n\n\n\n<p>Students must maintain an overall academic GPA of 3.0 or better with at least a \u201cB\u201d in interpreting major courses and continue to make progress in the program to remain eligible for the scholarship. For the Spring semester applications are accepted beginning October 1 through January 15.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-76-content\" id=\"accordion-76\">I live out of state; will this negatively affect my application for admission?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-76-content\" role=\"region\" aria-labelledby=\"accordion-76\" class=\"accordion-panel\" hidden=\"\">\n\n<p>Application for the grant scholarship has nothing to do with your application for admittance to the institution. They are two separate processes.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-868-content\" id=\"accordion-868\">I live out of state. Will I have to pay out of state tuition?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-868-content\" role=\"region\" aria-labelledby=\"accordion-868\" class=\"accordion-panel\" hidden=\"\">\n\n<p>For students granted a scholarship as an out of state student, the out of state fees are included in the award if you are do not live in a contiguous state. If you live in a contiguous state, or are eligible through the Academic Common Market, instate tuition will apply.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-376-content\" id=\"accordion-376\">Can I apply for funding in my freshman and sophomore years?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-376-content\" role=\"region\" aria-labelledby=\"accordion-376\" class=\"accordion-panel\" hidden=\"\">\n\n<p>Grant scholarships are awarded to Junior and Senior students only, and the student must complete the degree program by September 30, 2026. This is a grant stipulation.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-180-content\" id=\"accordion-180\">How long will I have to pay back the scholarship funds if I do not work with IDEA identified students?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-180-content\" role=\"region\" aria-labelledby=\"accordion-180\" class=\"accordion-panel\" hidden=\"\">\n\n<p>Your pay back begins after your graduation. The amount of time is calculated one academic year per semester in addition to five years. Example: If you are funded for a Senior year only, that is two semesters, thus two years plus 5 years gives you a total of 7 years to satisfy your payback through employment. If you have not satisfied your payback time at the completion of 7 years the U.S. Department of Education will pursue the payback through finance including filing liens against your tax records if necessary.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-75-content\" id=\"accordion-75\">What is IDEA?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-75-content\" role=\"region\" aria-labelledby=\"accordion-75\" class=\"accordion-panel\" hidden=\"\">\n\n<p>\u201cThe Individuals with Disabilities Education Act (IDEA) is a law ensuring services to children with disabilities throughout the nation. IDEA governs how states and public agencies provide early intervention, special education and related services to more than 6.5 million eligible infants, toddlers, children and youth with disabilities.&#8221;<br>(<a href=\"https:\/\/sites.ed.gov\/idea\/\">https:\/\/sites.ed.gov\/idea\/<\/a>)<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-405-content\" id=\"accordion-405\">Can I receive funding for summer classes?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-405-content\" role=\"region\" aria-labelledby=\"accordion-405\" class=\"accordion-panel\" hidden=\"\">\n\n<p>Awarded scholars in need of taking Summer courses for the degree may be covered by the grant, depending upon allotment of funds for spring and fall.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-801-content\" id=\"accordion-801\">If I take classes at other colleges or universities and transfer them to UA Little Rock to satisfy B.A. required classes, can the grant reimburse me the cost of tuition?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-801-content\" role=\"region\" aria-labelledby=\"accordion-801\" class=\"accordion-panel\" hidden=\"\">\n\n<p>No. All awarded scholars at the Junior and Senior level who choose to take courses at another institution will not be reimbursed for their expenses.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-373-content\" id=\"accordion-373\">Will the grant cover the cost of my textbooks?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-373-content\" role=\"region\" aria-labelledby=\"accordion-373\" class=\"accordion-panel\" hidden=\"\">\n\n<p>Awarded scholars receive full funding for tuition and fees only. If a balance is available stipends are awarded which may be used for educational expenses that the scholar incurs.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-876-content\" id=\"accordion-876\">If I\u2019m turned down for the grant one semester, can I reapply the next semester?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-876-content\" role=\"region\" aria-labelledby=\"accordion-876\" class=\"accordion-panel\" hidden=\"\">\n\n<p>Applications are kept on file and interest is verified the following semester, along with justifications of GPA requirements.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-558-content\" id=\"accordion-558\">What happens if I don\u2019t complete my degree by September 30, 2026?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-558-content\" role=\"region\" aria-labelledby=\"accordion-558\" class=\"accordion-panel\" hidden=\"\">\n\n<p>Completion of the B.A. program by September 30, 2026 is a requirement to receiving funding. If life circumstances causes a scholar to have to withdraw prior to completion, their information is reported to the U.S. Department of Education for determination of how to complete payback requirements for funding.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-603-content\" id=\"accordion-603\">When are OSEP Grant funds typically applied to the recipient\u2019s account?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-603-content\" role=\"region\" aria-labelledby=\"accordion-603\" class=\"accordion-panel\" hidden=\"\">\n\n<p>Funds are typically funded to the accounts beginning the week before classes resume and prior to the drop date due to lack of payment. However, if the entry of awards are delayed a list of scholars is reported to admissions and records to keep them enrolled in classes until the awards are posted.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-84-content\" id=\"accordion-84\">How can the recipient locate employment opportunities which will fulfill the payback agreement?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-84-content\" role=\"region\" aria-labelledby=\"accordion-84\" class=\"accordion-panel\" hidden=\"\">\n\n<p>Application to any institution providing education to Pre-K through age 21 and is identified as IDEA is an acceptable site for employment.
