If you are a student, work closely with your advisor to fill out your protocol form.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-step-two-submit-protocol-to-irb\">Step Two: Submit Protocol to IRB<\/h3>\n\n\n\n<p>Submit your request, documents, and CITI training course completion reports (Human Subjects and Responsible Conduct of Research (RCR)) to <a href=\"mailto:irb@ualr.edu\" target=\"_blank\" rel=\"noreferrer noopener\">irb@ualr.edu<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-step-three-estimated-decision-date\">Step Three: Estimated Decision Date<\/h3>\n\n\n\n<p>You will receive IRB reviewer feedback in 10 business days. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-step-four-decisions\">Step Four: Decisions<\/h3>\n\n\n\n<p>You will receive one of the following possible IRB decisions below:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Approved<\/li>\n\n\n\n<li>NHPR<\/li>\n\n\n\n<li>Further Review<\/li>\n\n\n\n<li>Full Board<\/li>\n<\/ul>\n\n\n\n<p>Please note that an IRB decision is required before contacting participants or beginning data collection. To learn more details, visit <a href=\"https:\/\/ualr.edu\/irb\/irb-review-process\/\" target=\"_blank\" rel=\"noreferrer noopener\">IRB Review Process<\/a>. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-protocol-guidance\">Protocol Guidance<\/h2>\n\n\n\n\n\n\t<div class=\"accordion\">\n\t\t\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-736-content\" id=\"accordion-736\">How to Complete a Request for Protocol Review<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-736-content\" role=\"region\" aria-labelledby=\"accordion-736\" class=\"accordion-panel\" hidden=\"\">\n\n<p>Start by accessing and completing our <a href=\"https:\/\/ualr.edu\/irb\/home\/irb-forms\/\" target=\"_blank\" rel=\"noreferrer noopener\">Request for Protocol Review<\/a> form. The Request for Review form also serves as a Request for Determination form.<\/p>\n\n\n\n<p>Please follow the instructions below to successfully complete your request form:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Request for Protocol Review form must be typed.<\/li>\n\n\n\n<li>Answer all questions completely.<\/li>\n\n\n\n<li>Submit a digitized copy in PDF format. Scans are not acceptable. The text in the submission needs to be clear and not blurry.<\/li>\n\n\n\n<li>The Request for Review form must be signed by the PI. If the PI is a student, the student\u2019s advisor must also sign it.<\/li>\n\n\n\n<li>If the proposed research is externally funded, provide the grant or contract title and funding agency.<\/li>\n\n\n\n<li>Attach the PI\u2019s <em><strong>Human Research and Responsible Conduct of Research (RCR) CITI Training <a href=\"https:\/\/ualr.edu\/irb\/wp-content\/uploads\/sites\/145\/2018\/11\/CITI-Report.jpg\" target=\"_blank\" rel=\"noreferrer noopener\">Completion Report<\/a><\/strong><\/em>.<\/li>\n\n\n\n<li>If PI is a student, also attach the advisor\u2019s Human Research and Responsible Conduct of Research (RCR) CITI Training. CITI certificates are valid for three (3) years.<\/li>\n<\/ul>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-771-content\" id=\"accordion-771\">How to Save a Word Doc as a PDF File<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-771-content\" role=\"region\" aria-labelledby=\"accordion-771\" class=\"accordion-panel\" hidden=\"\">\n\n<p>Please follow the instructions below to submit a digital copy of your protocol.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In Word, go to the File tab located on the upper left side of your screen.\n<ul class=\"wp-block-list\">\n<li>-&gt; File -&gt; Save As<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>When the file dialog box opens, under \u2018file name\u2019 find \u2018Save as type\u2019 or \u2018File Format\u2019.<\/li>\n\n\n\n<li>In \u2018Save as type\u2019 or \u2018file format\u2019, through the drop-down menu under \u2018Save as type\u2019 or \u2018File Format\u2019, find the PDF (*.pdf).<\/li>\n\n\n\n<li>Choose PDF (*.pdf) as the file type or File Format and save the document. Submit the PDF document for review.<\/li>\n\n\n\n<li>Make sure that the PDF document includes the protocol and all attachments. Please <strong>do not<\/strong> send multiple attachments.<\/li>\n<\/ul>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-337-content\" id=\"accordion-337\">Studies Using Questionnaires, Interviews, or Surveys<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-337-content\" role=\"region\" aria-labelledby=\"accordion-337\" class=\"accordion-panel\" hidden=\"\">\n\n<p>For studies where information is collected from subjects using questionnaires, interviews, or surveys, please refer to the attachment list below.<\/p>\n\n\n\n<p>Attachment list:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Consent Forms and\/or Assent Forms (for children between the ages of 7 and 17).\n<ul class=\"wp-block-list\">\n<li>If no consent form will be used, clearly explain how the informed consent process will work.<\/li>\n\n\n\n<li>If a waiver of the consent form will be requested, clearly explain the circumstances for the request according to the federal regulations available in the <a href=\"http:\/\/www.hhs.gov\/ohrp\/humansubjects\/guidance\/45cfr46.html#46.116\" target=\"_blank\" rel=\"noreferrer noopener\">Code of Federal Regulations, 45 CFR 46.116<\/a>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Site Letter of Permission of Support (if any of the research is conducted at a location other than UA Little Rock).<\/li>\n\n\n\n<li>Recruiting Material (recruiting scripts, flyers, announcements, etc.).<\/li>\n\n\n\n<li>The questionnaire, survey, etc. If the survey will be administered electronically, submit screenshots of the finished questionnaire(s)\/survey instrument(s).<\/li>\n\n\n\n<li>The collection of data may not begin until the UA Little Rock IRB gives formal approval.<\/li>\n\n\n\n<li>The submission (protocol and as many of the attachments as possible) must be in digital PDF format and be searchable. Chairs are elected by the Board and their appointments are confirmed by the Chancellor. They serve two-year terms that are also renewable.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-242-content\" id=\"accordion-242\">Who decides what is human subject research?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-242-content\" role=\"region\" aria-labelledby=\"accordion-242\" class=\"accordion-panel\" hidden=\"\">\n\n<p>Federal guidelines outline the criteria for what constitutes \u201chuman subjects research\u201d (<a href=\"http:\/\/www.hhs.gov\/ohrp\/regulations-and-policy\/regulations\/45-cfr-46\/\" target=\"_blank\" rel=\"noreferrer noopener\">Code of Federal Regulations 45CFR46<\/a>), currently referred to as human participant research. Researchers are discouraged from being evaluators of whether their research meets these criteria.<\/p>\n\n\n\n<p>The UA Little Rock IRB encourages all researchers to seek IRB oversight of their projects. If it is determined to be <strong>NHPR<\/strong> (Not Human Participant Research, formerly NHSR), then the project proceeds without interruption, as long as nothing changes. A change in a project may result in a change in the nature of the project and might require a protocol submission.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-770-content\" id=\"accordion-770\">What does IRB oversight mean?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-770-content\" role=\"region\" aria-labelledby=\"accordion-770\" class=\"accordion-panel\" hidden=\"\">\n\n<p>Oversight means that the IRB has reviewed the project and has determined it to be either Human Participant Research (HPR) or Not Human Participant Research (NHPR).<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-349-content\" id=\"accordion-349\">What is the difference between NHPR and HPR?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-349-content\" role=\"region\" aria-labelledby=\"accordion-349\" class=\"accordion-panel\" hidden=\"\">\n\n<p>A project that has been determined Not Human Participant Research does not require continuing IRB oversight as long as the project or its elements do not change.<\/p>\n\n\n\n<p>Staff can join or leave. However, changes to intent, methodology, or participants <strong>can change<\/strong> the project to <strong>HPR<\/strong> (Human Participant Research) and require oversight.<\/p>\n\n\n\n<p>Researchers are encouraged to have all their staff CITI (Collaborative Institutional Training Initiative, (<a href=\"http:\/\/www.citiprogram.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">www.citiprogram.org<\/a>) certified, even if the project is NHPR.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-759-content\" id=\"accordion-759\">Who must seek IRB approval at UA Little Rock?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-759-content\" role=\"region\" aria-labelledby=\"accordion-759\" class=\"accordion-panel\" hidden=\"\">\n\n<p>All faculty, staff, and students must have IRB oversight of any human&nbsp;research project in which they are involved, irrespective of whether they are collecting new or using existing data.<\/p>\n\n\n\n<p>Anyone outside UA Little Rock who seeks to recruit UA Little Rock faculty, staff, or students for their study must seek IRB oversight before beginning recruitment.<\/p>\n\n\n\n<p>Faculty, staff, and students may not recruit UA Little Rock faculty, staff, and students (or use their data) for research or any projects without prior UA Little Rock IRB oversight.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-155-content\" id=\"accordion-155\">Are the IRB oversight guidelines the same as at other institutions?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-155-content\" role=\"region\" aria-labelledby=\"accordion-155\" class=\"accordion-panel\" hidden=\"\">\n\n<p>Every institution establishes its own level of oversight (e.g., protection for participants, and therefore also for the researcher and the institution.) This level is determined by the Institutional Official at UA Little Rock, which is the Chancellor of the university.<\/p>\n\n\n\n<p>UA Little Rock has signed a Federal Wide Assurance that commits the institution to comply with federal guidelines of human participant protection irrespective of source or existence of funding. The institution applies its policies and procedures equally to all participants.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-293-content\" id=\"accordion-293\">Do I need IRB oversight if I do not plan to publish (or disseminate) my project?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-293-content\" role=\"region\" aria-labelledby=\"accordion-293\" class=\"accordion-panel\" hidden=\"\">\n\n<p>If a project does not require IRB oversight it can be disseminated, as long as the data is presented in the same manner as it was collected: new questions are not asked or data is not compiled or analyzed in ways that are not directly associated with the initial purpose.<\/p>\n\n\n\n<p>If it was not considered research when it was collected, dissemination does not make it research. The matter can be confusing as often intent to disseminate (or publish) can be equated with the intent to contribute to the literature and generalizable knowledge, which are part of the federal definition for research.<\/p>\n\n\n\n<p>Federal regulations discourage researchers from being the ones to determine whether their research needs oversight. The safest course of action, and the recommendation of the UA Little Rock IRB, is that the decision is left to the IRB.<\/p>\n\n<\/div>\n\t<\/div>\n\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-researchers\">Researchers<\/h2>\n\n\n\n\n\n\t<div class=\"accordion\">\n\t\t\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-535-content\" id=\"accordion-535\">What training must researchers have before any research may commence?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-535-content\" role=\"region\" aria-labelledby=\"accordion-535\" class=\"accordion-panel\" hidden=\"\">\n\n<p>All individuals who will come in contact with research participants or their data must have Collaborative Institutional Training Initiative (CITI) training in the <strong>Protection of Human Research Subjects<\/strong> which includes a review of the <a href=\"https:\/\/www.hhs.gov\/ohrp\/regulations-and-policy\/belmont-report\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">Belmont Report<\/a>, outlining \u201cEthical Principles and Guidelines for the Protection of Human Subjects of Research.&#8221;<\/p>\n\n\n\n<p>Researchers and advisors (if the researcher is a student) must complete the basic training under <strong>GROUP 1<\/strong>. Each module must be completed with a score of <strong>100%<\/strong>.<\/p>\n\n\n\n<p>Effective <strong>September 15, 2022,<\/strong> researchers and advisors must also complete the Responsible Conduct of Research (RCR) CITI module (whichever is closest to your academic discipline). The passing score for the RCR is <strong>80%<\/strong>.<\/p>\n\n\n\n<p>Please submit the completion reports and not the certificate. The completion reports list which modules were completed, and the score and pass date must be attached to the protocol for each individual who will come in contact with research participants or their data.<\/p>\n\n\n\n<p>Researchers are encouraged to consider doing additional optional modules appropriate to the research being conducted. IRB reviewers may require additional modules as well. These modules should also be completed with a score of <strong>100%<\/strong>.<\/p>\n\n\n\n<p>CITI training is online and free of charge (<a href=\"https:\/\/about.citiprogram.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">www.citiprogram.org<\/a>).<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-747-content\" id=\"accordion-747\">How long is the Human Research, Group 1, and the Responsible Conduct of Research CITI certificate valid?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-747-content\" role=\"region\" aria-labelledby=\"accordion-747\" class=\"accordion-panel\" hidden=\"\">\n\n<p>The Human Research and Responsible Conduct of Research certificates are valid for <strong>three (3) years<\/strong>. Please submit the report that lists all of the modules completed, not the certificates.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-264-content\" id=\"accordion-264\">What are the passing grades for the Human Research and Responsible Conduct of Research CITI?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-264-content\" role=\"region\" aria-labelledby=\"accordion-264\" class=\"accordion-panel\" hidden=\"\">\n\n<p>The Human Research course is passed at <strong>100%<\/strong>.&nbsp; The Responsible Conduct of Research course is passed at <strong>80%<\/strong>.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-897-content\" id=\"accordion-897\">What types of reviews are there?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-897-content\" role=\"region\" aria-labelledby=\"accordion-897\" class=\"accordion-panel\" hidden=\"\">\n\n<p>At UA Little Rock, there is only <strong>one<\/strong> type of review. The reviewers determine whether a protocol needs to come to Full Board Review. All reviews are handled expeditiously with the same level of rigor.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-591-content\" id=\"accordion-591\">How does the IRB review process work?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-591-content\" role=\"region\" aria-labelledby=\"accordion-591\" class=\"accordion-panel\" hidden=\"\">\n\n<p>Every protocol is reviewed simultaneously by two reviewers. After reading the protocol independently, they collaborate on the feedback that is then forwarded to the Primary Investigator (PI).<\/p>\n\n\n\n<p>Reviewers are expected to provide feedback (an approval or request for changes or clarification) within <strong>10 business days<\/strong> of being assigned the protocol. The IRB Administrator then forwards this to the researcher who submitted the protocol PI, and the faculty advisor (if the PI is a student).<\/p>\n\n\n\n<p>If the protocol requires a response from the PI, the revision is re-assigned to one of the first two reviewers who initially read it. The reviewer is then expected to respond to the revision within <strong>10 business days<\/strong>.<\/p>\n\n\n\n<p>Most protocols are reviewed only once. It is important to note that sometimes a revision will reveal other issues, and what may appear as a straightforward request confounds or complicates, and then more revisions may be necessary. PIs are encouraged to revise a protocol holistically and assess whether a change in one place requires a change in another element or document.<\/p>\n\n\n\n<p>A review process is complete when the protocol clearly describes the purpose and methodology and the support documentation is in sync with the protocol. The IRB Administrator then sends a letter notifying the PI of what the decision is: HPR or NHPR. If the protocol is determined to be HPR, the letter also indicates when the protocol will expire.<\/p>\n\n\n\n<p>The protocol must be \u201cactive\u201d for the duration of data collection. Student protocols are approved for no more than <strong>1 year<\/strong> and faculty protocols are approved for no more than <strong>4 years<\/strong>.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-552-content\" id=\"accordion-552\">What does it mean that I have been invited to a Full Board Meeting?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-552-content\" role=\"region\" aria-labelledby=\"accordion-552\" class=\"accordion-panel\" hidden=\"\">\n\n<p>A researcher (or researcher and supervising faculty member) may be invited to a Full Board meeting if federal guidelines require Full Board oversight. Instances, where this might occur, are: research involves prisoners; the topic of the study is sensitive; the protocol is complex and the reviewers feel it will be more efficient to talk directly with the researcher.<\/p>\n\n\n\n<p>The researcher will receive a letter with a date and time of the meeting. During the meeting, a note-taker will keep track of the conversation and the decisions reached by the Board in the course of the conversation. This letter will be forwarded to the researcher (and faculty member) <strong>within approximately 48 hrs<\/strong>. to allow the researcher to make any necessary changes to the protocol.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-51-content\" id=\"accordion-51\">For how long may a protocol be approved?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-51-content\" role=\"region\" aria-labelledby=\"accordion-51\" class=\"accordion-panel\" hidden=\"\">\n\n<p>All protocols are approved for no longer than <strong>one (1) year<\/strong>.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-503-content\" id=\"accordion-503\">To whom do I submit my request?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-503-content\" role=\"region\" aria-labelledby=\"accordion-503\" class=\"accordion-panel\" hidden=\"\">\n\n<p>All IRB requests must be submitted electronically as <strong>one (1) PDF file<\/strong> to the Office of Research Compliance at <a href=\"mailto:irb@ualr.edu\">irb@ualr.edu<\/a>.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-716-content\" id=\"accordion-716\">My protocol is about to expire, what should I do?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-716-content\" role=\"region\" aria-labelledby=\"accordion-716\" class=\"accordion-panel\" hidden=\"\">\n\n<p>If you are no longer collecting data, there is nothing to do. If you still are or want to collect data, you must submit a <strong>Request for Continuation<\/strong>. This is a short form that basically says that everything has remained the same except that you need more time.<\/p>\n\n\n\n<p>Be sure to leave enough time for a review! The review time frame is the same for any type of review. If you submit the Request for Continuation shortly (1-2 weeks) before the protocol expires, <strong>you run the risk of it expiring before the continuation has been approved<\/strong>. If that happens, you will have to start the whole review process again<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-208-content\" id=\"accordion-208\">My protocol expired and I want to recruit and collect more data. What should I do?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-208-content\" role=\"region\" aria-labelledby=\"accordion-208\" class=\"accordion-panel\" hidden=\"\">\n\n<p>You will need to submit a new request for review and start the process again.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-466-content\" id=\"accordion-466\">My protocol is still \u201clive\u201d but I need to make a change. What should I do?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-466-content\" role=\"region\" aria-labelledby=\"accordion-466\" class=\"accordion-panel\" hidden=\"\">\n\n<p>Any change in participants, staffing of the research team, methodology, or documents requires a <strong>Request for Modification<\/strong> form. It is short and addresses only the change itself.<\/p>\n\n\n\n<p>The review process is the same as that for any other type of review.<\/p>\n\n\n\n<p>To restart the clock on the life of a protocol, please submit a <strong>Request for Continuing Review<\/strong> form.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-634-content\" id=\"accordion-634\">What should I do if I want to recruit participants off-campus?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-634-content\" role=\"region\" aria-labelledby=\"accordion-634\" class=\"accordion-panel\" hidden=\"\">\n\n<p><strong>Faculty Member:<\/strong> If the researcher is a faculty member, it is their responsibility to identify and seek permission to recruit participants. Permission to recruit is a process (letter, email, phone conversation) whereby the researcher seeks permission from an authorized individual to recruit or approach individuals about future participation. State agencies, school districts, other academic institutions, shopping malls, etc., may not appreciate researchers recruiting their employees or clients without the appropriate permission.<\/p>\n\n\n\n<p><strong>Student:<\/strong> If the researcher is a student, the supervising faculty is the one responsible to ensure that this process is observed. Faculty are not required to provide letters of support, however, they are encouraged to identify whom they will contact and document that they have. Each module must be completed with a score of <strong>100%<\/strong>. The certificate that lists which modules were completed, the score, and the pass date must be attached to the protocol for each individual who will come in contact with research participants or their data.<\/p>\n\n\n\n<p>Student researchers are encouraged to consider doing additional optional modules appropriate to the research being conducted. IRB reviewers may require additional modules as well.<\/p>\n\n\n\n<p>CITI training is online and free of charge (<a href=\"https:\/\/about.citiprogram.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">www.citiprogram.org<\/a>).<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-226-content\" id=\"accordion-226\">Do class projects need to seek IRB oversight?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-226-content\" role=\"region\" aria-labelledby=\"accordion-226\" class=\"accordion-panel\" hidden=\"\">\n\n<p>The UA Little Rock IRB recognizes that many class projects, conducted solely for the purpose of teaching a skill, do not meet federal guidelines. One such safeguard is letters of permission or authorization. Recruiting in a mall may result in complaints by mall owners. Observation studies in a public place might trigger a complaint of stalking or loitering. Instructors are encouraged to consider these issues before permitting students to collect data off-campus.<\/p>\n\n\n\n<p>Student research submitted for IRB oversight must have letters of permission before they start collecting data. <strong>Permission to recruit<\/strong> is a process (letter, email, phone conversation) whereby the researcher seeks permission from an authorized individual to recruit or approach individuals about future participation.<\/p>\n\n\n\n<p>Example: A researcher wishes to interview teachers at a school. The letter may be prospective (what will be sent after IRB approval is obtained) or retrospective (what was sent).<\/p>\n\n\n\n<p><strong>Note:<\/strong> Retrospective letters may require modifications as a result of IRB review.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-649-content\" id=\"accordion-649\">What are the policies regarding submitting classroom projects to UA Little Rock showcases or other venues?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-649-content\" role=\"region\" aria-labelledby=\"accordion-649\" class=\"accordion-panel\" hidden=\"\">\n\n<p>Projects that were developed only for training purposes may be presented on campus, physically, or online (as long as the platform is restricted to the UA Little Rock faculty and students) with the following statement prominently displayed:<\/p>\n\n\n\n<p><em>The project is not defined as research per federal guidelines because it was conducted to meet the educational requirements of (insert class title here) under the supervision of (insert name of the instructor). It was not reviewed by the UA Little Rock IRB (RPP 5.01).<\/em><\/p>\n\n\n\n<p>Class projects that have not received IRB oversight may not be presented outside of the university in any shape, way, or form.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-643-content\" id=\"accordion-643\">May I recruit students in my own classes?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-643-content\" role=\"region\" aria-labelledby=\"accordion-643\" class=\"accordion-panel\" hidden=\"\">\n\n<p>There are two situations in which instructors may want to use data from their own class:<\/p>\n\n\n\n<p><strong>Convenience<\/strong><br>The study does not require the specific students enrolled in the class, however, they are convenient. In such instances, it is important to set up a firewall to protect students from coercion. The instructor can tell students about the project or recruitment can be done by a third party. In both cases, students tell a third party whether they are willing to participate. The third party manages the process and the instructor does not know who said yes or no until grades are submitted. Obviously, extra credit is not possible in this case. Students need to be advised of this process before they decide about participation.<\/p>\n\n\n\n<p><strong>Student work is necessary for the study<\/strong><br>There are several ways this can be done. One way is that the class proceeds as usual. Students are informed about the study and are asked to indicate to a third party whether the instructor may use their work for research purposes. The instructor collects the work. After class ends and grades are in, the third party tells the instructor which assignments may be used in the research. A variant is that the third party receives all the work (or copies of it) and provides the instructor with deidentified work of students who agreed to participate. Students must be advised of this process before they agree to participate.<\/p>\n\n\n\n<p>Giving extra credit in one\u2019s own class may be problematic. It is discouraged by the IRB and instructors are urged to find participants outside of their own classes. Extra credit cannot be offered in such a way that it privileges one group of students (those who can or want to participate in research) over another (those who cannot or do not want to).<\/p>\n\n<\/div>\n\t<\/div>\n\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-alternative-research-locations-and-research-conducted-in-languages-other-than-english\">Alternative Research Locations and Research Conducted in Languages Other Than English<\/h2>\n\n\n\n\n\n\t<div class=\"accordion\">\n\t\t\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-96-content\" id=\"accordion-96\">Is there documentation necessary for authenticating translations of research-related documents?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-96-content\" role=\"region\" aria-labelledby=\"accordion-96\" class=\"accordion-panel\" hidden=\"\">\n\n<p>Any document associated with the research (letter of permission, recruitment, questionnaires, interview protocol, etc.,) that is not in English must have the translation certified.<\/p>\n\n\n\n<p>When the translation is from another language to English:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>A translator (whose credentials need to be identified in the protocol) translates into English<\/li>\n\n\n\n<li>Another person (whose credentials need to be identified in the protocol) translates from English into the other language<\/li>\n<\/ol>\n\n\n\n<p>When the translation is from English to another language:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>A translator (whose credentials need to be identified in the protocol) translates into the alternate language<\/li>\n\n\n\n<li>Another person (whose credentials need to be identified in the protocol) translates from the other language into English<\/li>\n<\/ol>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-81-content\" id=\"accordion-81\">Do I need IRB approval from an overseas institution?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-81-content\" role=\"region\" aria-labelledby=\"accordion-81\" class=\"accordion-panel\" hidden=\"\">\n\n<p>If the research is in collaboration with an academic institution overseas, the UA Little Rock researcher must also ensure that the protocol is in compliance with the local human protection program.<\/p>\n\n\n\n<p>Often called the Helsinki Committee, most academic institutions require some vetting process. Individuals have a right to know what they are being asked to do and agree <strong>before<\/strong> participating in research. When such a process is not feasible or problematic, the request for a waiver must be justified in the protocol.<\/p>\n\n\n\n<p>A waiver of <strong>signed consent<\/strong> is more common. There are cases in which the signed document may place the participant at risk or in which the record provided by a signed document is not necessary. In these cases, the researcher should explain the reasons for the request. Example: Survey sent to a listserv, and there is no record (IP address or otherwise) of who answered which questionnaire. Another example: A questionnaire is distributed to a large class, and a scantron is attached, and no identifying information is present on the scantron or the questionnaire.<\/p>\n\n\n\n<p><strong>Confidentiality:<\/strong> When the researcher knows who participated, irrespective of whether one can link a person to a set of answers. However, the researcher will not present the results of the research in a way that will identify a particular participant. If the participant pool is small, it may be impossible to ensure confidentiality even if data is presented in the aggregate.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-181-content\" id=\"accordion-181\">How do I implement a consent process when the data is collected electronically (i.e., via a computer)?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-181-content\" role=\"region\" aria-labelledby=\"accordion-181\" class=\"accordion-panel\" hidden=\"\">\n\n<p>When data is collected via the computer (surveys etc.), the first page of the questionnaire, survey, and cover letter must be a modified consent form. An advisor must have access and an encryption key.<\/li>\n\n\n\n<li>the cloud storage platform. Encrypt the data before placing it into the cloud. Data in Google Drive (UA Little Rock) and Microsoft One Drive (UA Little Rock) are encrypted.&nbsp; However, you should encrypt the files with a key that is accessible to you (and your advisor if the PI is a student) before placing the data in the cloud site which also encrypts the data. If you are storing the data in another cloud platform, tell us whether they encrypt the data.<\/li>\n\n\n\n<li>If the data is not stored in the cloud provide the physical location and security measures. Even if the first data was collected under IRB oversight, the research question (intent) has changed and the project requires new oversight.<\/p>\n\n\n\n<p>Data collected under any circumstances may not be handed over to students for research purposes (such as independent research projects, thesis, or dissertation) without submitting a protocol. In addition, the computer on which directly identifiable subject information is stored must be password protected.<\/p>\n\n\n\n<p>When the use of study codes is specified within a project\u2019s IRB-approved protocol, the following procedures must be adopted to enhance the level of protection provided to participants:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Stored coded data may not include information that could be used to directly identify a subject.<\/li>\n\n\n\n<li>Signed consent forms must be stored separately (i.e., separate computer, separate locked filing cabinet) from coded data.<\/li>\n\n\n\n<li>Signed consent forms and the study code key must be stored in a secure manner; examples include storing on a password-protected computer, in an encrypted manner, or within a locked filing cabinet.<\/li>\n\n\n\n<li>The study code key must be stored separately from the coded data. Requests to move the data must be approved by the UA Little Rock IRB via a Request for Modification.<\/li>\n\n\n\n<li>Human subject research records of closed UA Little Rock IRB protocols, including identifiable subject information, may be removed from the UA Little Rock premises without UA Little Rock IRB approval; however, records must be retained in a manner that will preserve the level of protection promised to subjects.<\/li>\n<\/ol>\n\n<\/div>\n\t<\/div>\n\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-noncompliance\">Noncompliance<\/h2>\n\n\n\n\n\n\t<div class=\"accordion\">\n\t\t\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-744-content\" id=\"accordion-744\">What is noncompliance?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-744-content\" role=\"region\" aria-labelledby=\"accordion-744\" class=\"accordion-panel\" hidden=\"\">\n\n<p><strong>Noncompliance:<\/strong> A situation when research is being conducted without the appropriate oversight. Some examples of incidences of noncompliance are: A PI knew that oversight was needed but did not pursue it;&nbsp; a protocol expired and the research continued; a form is changed and used in the research without prior IRB approval; a PI cannot find consent forms that should still be in his or her possession; a student is assured by a faculty member that IRB is not needed; a faculty advisor is unaware that a student is collecting data for which there is no IRB oversight; Noncompliance is also ignoring communications from the IRB about a possible study or project.<\/p>\n\n\n\n<p>Noncompliance may vary in severity and in its consequences. In cases of student research, both the student and the faculty advisor may be found responsible of noncompliance.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-640-content\" id=\"accordion-640\">What should I do if I know or suspect that someone has engaged in an incidence of noncompliance?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-640-content\" role=\"region\" aria-labelledby=\"accordion-640\" class=\"accordion-panel\" hidden=\"\">\n\n<p>Anyone who knows or suspects such an incident should contact the Office of Research Compliance and provide whatever information is available. The IRB adheres to the federal whistleblower guidelines. Also, anonymous reports are accepted. An email can be sent to <a href=\"mailto:irb@ualr.edu\">irb@ualr.edu<\/a> or a call can be placed to the Office of Research Compliance at <strong>501-916-6209<\/strong>.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-57-content\" id=\"accordion-57\">What happens to me if I report a suspected incident of noncompliance?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-57-content\" role=\"region\" aria-labelledby=\"accordion-57\" class=\"accordion-panel\" hidden=\"\">\n\n<p>If you have identified yourself, you may be asked more questions by the Office of Research Compliance. You will be offered all protection you are entitled to by Federal law under the Inspector General Act of 1978.<\/p>\n\n\n\n<p>The Office of Research Compliance or IRB will not, after receipt of a complaint or information from a whistleblower, disclose the identity of the employee without the consent of the employee, unless the Full Board determines such disclosure is unavoidable during the course of the investigation. In such instances, you will be notified as soon as possible.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-519-content\" id=\"accordion-519\">What happens after I report a suspected incident of noncompliance?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-519-content\" role=\"region\" aria-labelledby=\"accordion-519\" class=\"accordion-panel\" hidden=\"\">\n\n<p>UA Little Rock IRB is committed to investigating all claims of noncompliance. Usually, a PI (or faculty supervisor and student PI) will receive a letter saying that concerns have been raised. The researchers are instructed to stop immediately any research activity. In the same letter, or shortly thereafter, the PI will be asked to answer questions that try to clarify what has occurred. Sometimes, the answers resolve the situation, and no further actions are taken. If the answers appear to support the allegations of noncompliance, the Board will appoint auditors, and other Board members to further investigate the situation.<\/p>\n\n\n\n<p>After the investigation, the Board decides if an instance of noncompliance has occurred and how severe it was. Also, the IRB may advise other functionaries (Chancellor and others) of the situation and its implications. The IRB will issue a letter of finding to the PI and address any consequences that arise from the incident. Severe and, or, continuing, noncompliance is reported to the federal government.<\/p>\n\n<\/div>\n\t<\/div>\n\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-unanticipated-problems-and-adverse-events\">Unanticipated Problems and Adverse Events<\/h2>\n\n\n\n\n\n\t<div class=\"accordion\">\n\t\t\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-253-content\" id=\"accordion-253\">What is an unanticipated problem involving risk or adverse event?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-253-content\" role=\"region\" aria-labelledby=\"accordion-253\" class=\"accordion-panel\" hidden=\"\">\n\n<p>While conducting research, situations may arise that can cause harm to an individual, place individuals at increased risk of harm, or new information can arise that indicates a previously unknown risk. The event, problem, or new information may be related or possibly related to the research procedures. The individual might be a participant or a non-participant.<\/p>\n\n<\/div>\n\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-317-content\" id=\"accordion-317\">What should I do if an unanticipated problem or adverse event occurs?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-317-content\" role=\"region\" aria-labelledby=\"accordion-317\" class=\"accordion-panel\" hidden=\"\">\n\n<p>The first action is to protect the well-being of participants. Then report the matter immediately to the Research Compliance Office at <strong>501-916-6209<\/strong>. The Office of Research Compliance will facilitate informing the necessary functionaries and agencies.<\/p>\n\n<\/div>\n\t<\/div>\n\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-action-research\">Action Research<\/h2>\n\n\n\n\n\n\t<div class=\"accordion\">\n\t\t\n<div class=\"accordion-heading\"><button type=\"button\" aria-expanded=\"false\" class=\"toggle accordion-trigger\" aria-controls=\"accordion-439-content\" id=\"accordion-439\">Does Action Research require IRB oversight?<span class=\"toggle-icon\"><\/span><\/button><\/div><div id=\"accordion-439-content\" role=\"region\" aria-labelledby=\"accordion-439\" class=\"accordion-panel\" hidden=\"\">\n\n<p>It may. Review Process"},"content":{"rendered":"\n<p>Researchers are required to submit a <a href=\"https:\/\/ualr.edu\/irb\/home\/irb-forms\/\" target=\"_blank\" rel=\"noopener\">Request for Protocol Review<\/a> to the IRB if their research involves human participants or their data. The IRB will determine if the research meets the requirements for oversight, according to federal regulations (<a href=\"https:\/\/www.hhs.gov\/ohrp\/regulations-and-policy\/regulations\/45-cfr-46\/index.html\" target=\"_blank\" rel=\"noopener\">45 CFR 46<\/a>).<\/p>\n\n\n\n<p>The request must be&nbsp;reviewed&nbsp;by the IRB <strong>prior<\/strong> to&nbsp;collecting data or contacting participants. For continuing or modifying a current protocol, use the appropriate form located on the <a href=\"https:\/\/ualr.edu\/irb\/home\/irb-forms\/\" target=\"_blank\" rel=\"noopener\">IRB Forms<\/a> page.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-protocol-review-process\">Protocol Review Process<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-step-one-protocol-completion\">Step One: Protocol Completion <\/h3>\n\n\n\n<p>Complete the Request for Review, Continuation, or Modification form. The current <a href=\"https:\/\/ualr.edu\/irb\/irb-forms\/\" target=\"_blank\" rel=\"noreferrer noopener\">request forms<\/a> are up-to-date. <\/p>\n\n\n\n<p>Attach <a href=\"https:\/\/ualr.edu\/irb\/required-training\/\" target=\"_blank\" rel=\"noreferrer noopener\">Human Research and Responsible Conduct of Research (RCR) CITI course completion reports<\/a> (not CITI certificates) along with any other supporting documentation such as consent\/assent forms, site letter of support or permission, recruiting materials, questionnaire\/survey (provide screenshots), flyers, email or phone scripts, etc. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-step-two-submit-protocol-to-irb\">Step Two: Submit Protocol to IRB<\/h3>\n\n\n\n<p>Submit <strong>one<\/strong> digital PDF attachment of your completed protocol to <a href=\"mailto:irb@ualr.edu\" target=\"_blank\" rel=\"noreferrer noopener\">irb@ualr.edu<\/a>. <strong>Do not<\/strong> submit your protocol directly to the IRB Chair. <\/p>\n\n\n\n<p>Please<strong> do not<\/strong> submit:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li> Multiple attachments<\/li>\n\n\n\n<li>A Word Document file<\/li>\n\n\n\n<li>Scanned copies of your protocol <\/li>\n\n\n\n<li>An outdated protocol review form <\/li>\n<\/ul>\n\n\n\n<p>When your protocol has been forwarded for review, you should receive an email confirmation. The email will contain your protocol number and an estimated decision date (EDD). If you do not receive a response within <strong>1 business day<\/strong>, please contact <a href=\"mailto:irb@ualr.edu\" target=\"_blank\" rel=\"noreferrer noopener\">irb@ualr.edu<\/a>. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-step-three-estimated-decision-date\">Step Three: Estimated Decision Date<\/h3>\n\n\n\n<p>The IRB should provide feedback or a protocol decision within <strong>10 business days<\/strong>. If you do not receive feedback within <strong>10 business days<\/strong>, please contact <a href=\"mailto:irb@ualr.edu\" target=\"_blank\" rel=\"noreferrer noopener\">irb@ualr.edu<\/a>. <\/p>\n\n\n\n<p>Please be aware that EDD dates may need to be altered due to high protocol volumes or the holiday break. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-step-four-decisions\">Step Four: Decisions <\/h3>\n\n\n\n<p>Decisions are based on the definition provided by <a href=\"https:\/\/www.hhs.gov\/ohrp\/regulations-and-policy\/regulations\/45-cfr-46\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">45 CFR 46<\/a> (2018 Common Rule). <\/p>\n\n\n\n<p>The possible decisions reached could be: <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Approved \n<ul class=\"wp-block-list\">\n<li>You may begin your research.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>NHPR\n<ul class=\"wp-block-list\">\n<li>Your research is deemed not human protection research based on 45 CFR 46. Even though your research is considered NHPR, it is your responsibility as a researcher to notify the IRB if any changes in your protocol occur. <\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Further Review \n<ul class=\"wp-block-list\">\n<li>You will need to provide clarification or corrections to your submitted materials. Once these requests are completed and highlighted in yellow,  you will resubmit the updated version to <a href=\"mailto:irb@ualr.edu\" target=\"_blank\" rel=\"noreferrer noopener\">irb@ualr.edu<\/a>. Your protocol will receive a new decision in <strong>10 business days. <\/strong> <\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Full Board Review\n<ul class=\"wp-block-list\">\n<li>Your protocol will be placed on the agenda for the next <a href=\"https:\/\/ualr.edu\/irb\/members-and-meetings\/\" target=\"_blank\" rel=\"noreferrer noopener\">IRB meeting<\/a>. You will be notified via email, and if necessary, invited to discuss your research in greater detail with the IRB committee.
