[{"id":43127,"date":"2026-06-15T16:30:38","date_gmt":"2026-06-15T21:30:38","guid":{"rendered":"https:\/\/ualr.edu\/law\/?page_id=43127"},"modified":"2026-06-15T16:30:40","modified_gmt":"2026-06-15T21:30:40","slug":"centers-programs","status":"publish","type":"page","link":"https:\/\/ualr.edu\/law\/the-center-for-racial-justice-and-criminal-justice-reform\/centers-programs\/","title":{"rendered":"Center&#8217;s Programs"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\" id=\"h-center-speaker-series\">Center Speaker Series<\/h2>\n\n\n\n<p>The Center\u2019s Speaker Series is designed to bring together the work of alumni, local attorneys, national scholars, community leaders in a discourse around racial justice. We have aimed to move beyond the \u201ctraditional\u201d academic panel to create innovative dialogues.<\/p>\n\n\n\n<p>Our first speaker, Jon Osaki, presented his film <em>Reparations<\/em> in January 2023. In November 2023, we welcomed scholars Jelani Jefferson Exum, Jamila Jefferson-Jones and Jalila Jefferson Bullock for a packed panel: <em>Restoring Dispossessed Dignity: Exploring Racialized Harm in Property and Criminal Law<\/em>. In April 2024, the Center sponsored a screening of the Oscar-nominated <em>The Barber of Little Rock<\/em> with a discussion by its star Arlo Washington. In November 2024, Professor Kristine Huskey from the University of Arizona Law gave a talk entitled <em>Native American Veterans: Drawing Inspiration from Restorative Justice to Meet Their Needs<\/em>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-pre-law-pathway-program-nbsp-nbsp-nbsp-nbsp-nbsp\">Pre-Law Pathway Program&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/h2>\n\n\n\n<p>The Center\u2019s Pathway Program works to equip underserved pre-law students with the credentials needed to secure law school admissions. Each cohort of students completes a semester-long program including LSAT test preparation, assessment testing, a \u201cDay at the Law School\u201d workshop with Center faculty and students, mentorship, and tailored information about law school admissions and financial aid. The program is jointly administered by Widener University Commonwealth Law School and funded by grants from the Arkansas Community Foundation, the Darraugh Foundation, and the Law School Admissions Council also provides LSAT preparation materials and pays travel expenses and application fees when necessary. The program has been incredibly successful &#8211; 82% of pre-law students completing the program have improved their assessment scores. The Pathway Program recently won the American Bar Association\u2019s 2024 Alexander Award for Excellence in the Pipeline Diversity.&nbsp;&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-student-leadership-retreats\">Student Leadership Retreats<\/h2>\n\n\n\n<p>In August 2022, Center students embarked on a leadership retreat at the Winthrop Rockefeller Institute. The weekend was full of programming about social justice leadership and professional development, including an engaging session led by Bowen Alum Marquisa Wince and A.B. Stewart from the Arkansas Appleseed Legal Justice Center. The Honorable Amy Dunn Moore was the keynote speaker. Students worked in small groups on their respective projects, and there was still plenty of time for fellowship.<\/p>\n\n\n\n<p>The second retreat was held at the UA Little Rock Downtown space in August 2023. We continued the tradition of fellowship with several team-building activities and explored culturally proficient leadership with a session led by Demetria Frank, former Associate Dean for Diversity and Inclusion at the University of Memphis School of Law.<\/p>\n\n\n\n<p>The third retreat was at the Arkansas 4-H Center and focused on social justice advocacy and wellness. The Program was developed with two focuses in mind: collecting data through court observation and empowering law students and undergraduate students with social justice skills and tools to further their professional development.<\/p>\n\n\n\n<p>Since its inception, the COAR study has collected state-wide court observation data on district courts in a 14-county sample, creating a body of data about Arkansas&#8217;s district court system that has been otherwise unavailable in the state. To enrich the observational data, COAR launched the Judicial Interview Project. COAR students have interviewed 25 district court judges.<\/p>\n\n\n\n<p>COAR has a number of educational initiatives. In Spring 2023, the project began offering Pre-COAR, a volunteer experience to give all law students the opportunity to visit courts in Arkansas, learn about Arkansas courts from court actors and staff through observations, and help develop the COAR educational curriculum through their impressions of their day in court. Then, in the summer of 2023, it began offering co-curricular credit through the Bowen Law School, allowing students to earn 1-2 course credits for conducting research and writing about Arkansas district courts. It also began accepting undergraduate interns interested in learning about courtwatch in the summer of 2023. Finally, COAR is developing a model curriculum to guide law schools interested in launching court observation programs. In total, COAR has engaged over 80 law students and undergraduate students.<\/p>\n\n\n\n<p>In Fall 2024, COAR began collaborating with the Veterans Legal Services Clinic at Bowen to research the operations of the Veterans Treatment Courts in Arkansas. In Spring 2025, we completed a preliminary study of VTCs, adapting COAR\u2019s research model to coordinate observations in each VTC active during the study period. While future studies and reporting are currently underway, data from this study has already had an impact, as our findings helped the Veterans Legal Services Clinic receive a $35,000 grant from the Arkansas Access to Justice Foundation to support record sealing efforts for VTC graduates.<\/p>\n\n\n\n<p>In Fall 2025, the Center held its inaugural research symposium, where initial findings from the Court Observation Arkansas Project were publicly released in the form of a research summary. A group of nationally recognized scholars, judges, attorneys, and justice-system professionals working in Arkansas gathered for a series of panels, presentations, and more. To access the symposium program, click here.<\/p>\n<\/div>\n\n\n\n<div id=\"Policing\" class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<h2 class=\"wp-block-heading\" id=\"h-the-enhanced-community-policing-project\">The Enhanced Community Policing Project<\/h2>\n\n\n\n<p id=\"h-the-enhanced-community-policing-project-ecpp-launched-in-2022-with-a-210-000-funding-commitment-from-walmart-for-two-years-the-project-seeks-to-study-and-promote-best-practices-in-community-policing-it-started-with-an-empirical-research-study-of-walmart-s-shop-with-a-cop-program-the-findings-of-which-are-informing-the-development-of-a-policing-playbook-that-will-be-piloted-and-shared-with-law-enforcement-agencies-across-the-country-in-2024-walmart-renewed-funding-for-the-shop-with-a-cop-study-and-the-project-is-continuing-to-expand-the-next-phase-will-involve-scaling-the-policing-playbook-to-additional-walmart-stores\">The Enhanced Community Policing Project (ECPP) launched in 2022 with a $210,000 funding commitment from Walmart for two years. The project seeks to study and promote best practices in community policing. It started with an empirical research study of Walmart\u2019s Shop with a Cop program, the findings of which are informing the development of a Policing Playbook that will be piloted and shared with law enforcement agencies across the country. In 2024, Walmart renewed funding for the Shop with a Cop study, and the project is continuing to expand. The next phase will involve scaling the Policing Playbook to additional Walmart stores.<\/p>\n\n\n\n<p>ECPP is a collaborative partnership with the Center for Equity and Justice at Widener Commonwealth Law School. Bowen and Widener students work side by side on all aspects of the research. Most recently, students jointly completed the Helena\u2013West Helena pilot observation and continue to contribute to data collection, stakeholder engagement, report drafting, and presentations. This work reflects a hands-on, collaborative model of legal research and problem-solving.<\/p>\n<\/div>\n\n\n\n<div id=\"Judicial\" class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<h2 class=\"wp-block-heading\" id=\"h-the-judicial-listening-series\">The Judicial Listening Series<\/h2>\n\n\n\n<p>The Judicial Listening Series was a series of five events throughout Arkansas funded by a grant from the Winthrop Rockefeller Foundation in March through April of 2022. Four Center students organized the series. These five events convened a panel of judges from all corners of Arkansas to engage in constructive dialogue with members of the community to increase awareness of the issues in Arkansas criminal justice system and increase the public\u2019s understanding and trust in the Arkansas judiciary. In the fall of 2022, the JLS team prepared a final report for the Arkansas Judicial Council.<\/p>\n<\/div>\n\n\n\n<div id=\"Disparities\" class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<h2 class=\"wp-block-heading\">Racial Disparities in the Arkansas Criminal Justice System Project<\/h2>\n\n\n\n<p>The Racial Disparities Project seeks to minimize, if not eliminate, racial disparities in the criminal justice system. The Project began in 2011 under the leadership of Professor Emerita Adjoa A. Aiyetoro. In 2012, Professor Aiyetoro and David Montague, Professor of Criminal Justice at UA Little Rock, convened a 65-person Steering Committee representing every region in Arkansas. In June 2017, Professor Aiyetoro retired and leadership of the Project shifted to a four-person executive committee, co-directed by Professor Anastasia Boles.<\/p>\n\n\n\n<p>The Project released findings and recommendations from the Racial Disparities study in August 2015, finding that an African American defendant in Arkansas is more likely to receive harsher punishment, especially the death penalty. Additionally, in the four counties where prosecutorial discretion was studied, African American defendants were more likely to be \u201covercharged\u201d by the prosecutor.<\/p>\n\n\n\n<p>Since 2015, the Racial Disparities Project has engaged in extensive community education and outreach, including the Project\u2019s spring 2019 conference \u2013 Leading the Charge: Fighting Implicit Racial Bias Inside and Out \u2013 that gathered over 80 participants from at least 40 organizations engaged in criminal justice work. With the assistance of Arkansas Supreme Court Justice Rhonda K. Wood, the Racial Disparities Project assisted with the passage of two amended jury instructions, AMI Crim. 2d 101 (criminal) and AMI Civ. 103 (civil), allowing attorneys and judges to engage jurors on explicit and implicit bias on the basis of disability, gender, race, religion, ethnicity, sexual orientation, age, national origin, or socioeconomic status.<\/p>\n\n\n\n<p>The work of the Racial Disparities Project was supported by The Rebsamen and Darragh Foundations. Prior to joining the Bowen faculty, he was Associate Professor at the College of Charleston, School of Business, in Charleston, South Carolina. He also previously taught at Northeastern Illinois University, School of Business and Management, in Chicago, Illinois, and practiced at a Chicago law firm. Professor Kilpatrick is a scholar of maritime and international commercial law and is the author of a broad range of law review articles, book chapters, and essays on the subject. His book\u00a0<em>Geopolitical Disruption in Shipping: Sanctions, War, and Force Majeure<\/em>\u00a0was published by Hart (Bloomsbury) in May 2026. <\/p>\n\n\n\n<p>Professor Kilpatrick frequently speaks at conferences and invited lectures around the world, and maintains various external affiliations, including as an Academic Fellow at the National University of Singapore Centre for Maritime Law, an Associate Member at the University of Aberdeen Centre for Private International Law and Transnational Governance, a Fellow at the European Law Institute, and an Academic Member of the Maritime Law Association of the United States. Students serve as editors responsible for cite-checking, source verification, and substantive editing of faculty and practitioner submissions.<\/p>\n\n\n\n<p>Students also write their own legal scholarship, which may satisfy the upper-level writing graduation requirement. It engages students in empirical research and professional development focused on the Arkansas court system. <\/p>\n\n\n\n<p>Participants observe court proceedings, conduct judicial interviews, and contribute to data analysis, legal research, and writing projects that inform ongoing reform efforts. Bowen School of Law. The Center engages in legal and interdisciplinary research concerning the legal system and criminal justice policy, aimed at enhancing access to justice. Guided by the principles of equality and justice, the Center\u2019s work highlights innovative access-minded practices around the state and nation, as well as helps stakeholders identify and eliminate barriers to justice Arkansans may experience based on race, sex, sexual orientation, ethnicity, national origin, or socioeconomic status. In addition to compiling unique interdisciplinary data, the Center leverages its legal expertise to situate the Center\u2019s data within the applicable regulatory, statutory, and Constitutional ecosystem.<\/p>\n\n\n\n<p>Since the focus of our work is academic research, the Center does not engage in advocacy efforts. We hope, however, that the Center\u2019s research will be a useful resource to policymakers and other justice system actors.<\/p>\n\n\n\n<p>In addition to our research, the Center helps produce future legal and justice system leaders by investing deeply in the professional development of current\/future law students, pre-law students, graduate students, and other students interested in legal system careers. Given the scarcity of Arkansas lawyers (especially in rural counties), the Center aims to develop legal leaders empowered with the skills needed for rigorous, unbiased, and access-empowered advocacy. Boles<\/strong>, <strong>Director and Co-Founder<br><\/strong>Anastasia Boles is the Charles C. Baum Professor of Law and the Center\u2019s Director and Co-Founder. After joining Bowen faculty in 2012, Professor Boles joined the Racial Disparities in the Arkansas Criminal Justice System Project, which she co-directed from 2017 &#8211; 2021. As a scholar, Boles examines labor and employment law, race, gender, and the need for culturally proficient legal education and lawyering. She has published with the Michigan Journal of Gender and the Law, the Utah Law Review, the Thurgood Marshall Law Review, the Charleston Law Review, the New Mexico Law Review, the University of Arkansas at Little Rock Law Review, and the University of Pittsburgh Law Review. Her forthcoming co-authored book, Culturally Proficient Lawyering (with Demetria Frank, Jamila Jefferson, and Darrell Jackson), will be published by Carolina Academic Press. Boles is the recipient of three college-level Faculty Excellence Awards &#8211; Public Service (2020), Teaching (2024), and Public Service (2026) &#8211; and a university-level award in Teaching (2024). She also recently received the Bowen Community Award from the law school\u2019s Black Law Students\u2019 Association.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<figure class=\"wp-block-image alignright size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"220\" height=\"275\" src=\"https:\/\/ualr.edu\/law\/wp-content\/uploads\/sites\/236\/2026\/06\/Diana-Caraveo-Parra-cropped.jpg\" alt=\"Diana Caraveo Parra headshot\" class=\"wp-image-43117\" style=\"width:250px\" \/><\/figure>\n\n\n\n<p><strong>Diana Caraveo Parra<\/strong>, <strong>Director of Research<\/strong><br>Diana Caraveo Parra joined the Center in July 2025 at its inaugural Director of Research. She received a B.S. and M.S. in Criminology &amp; Criminal Justice from Barrett, the Honors College at Arizona State University and a J.D. from Cornell University Law School. Since graduating, Diana\u2019s career has emphasized civil rights focused work. She has worked in the Capital Habeas Unit of the Federal Public Defender\u2019s Office in Arizona and for the Arizona Democratic Party as the Voter Protection Director. Diana is an honored recipient of the Freeman Award for Civil Rights presented to her by the New York Bar Association in 2019. She was a University Scholar at George Mason University, where she graduated in May 2022 with a Bachelor of Arts in Sociology and <em>summa cum laude<\/em> honors. She has previously worked as an Assistant Debate Coach at Little Rock Central High School and Wake Forest University, where she received a Master of Arts in Communication in May 2024. Eliza has been recognized as the 2024 Matt Grindy Graduate Student of the Year by the National Debate Tournament Association District VI, the 2022 Baby Jo Debater of the Year by the Cross Examination Debate Association, the 2022 recipient of the Aliza J. A 2021 graduate of both Bowen and the Clinton School of Public Service, Zach has dedicated his career to advocacy, previously serving as a staff attorney at the Center for Arkansas Legal Services. Zach\u2019s expertise is rooted in a unique blend of legislative and military experience. Before law school, he served as a congressional staffer and spent several years as a U.S. Army infantryman, including a 2012 deployment to Afghanistan for Operation Enduring Freedom. He teaches Research, Writing &amp; Analysis I, and Writing &amp; Analysis II. In addition, he serves as the Director of Bowen&#8217;s Rural Practice Incubator Project, chairs the Ethics &amp; Procedural Rules Subcommittee of the Arkansas Bar Association&#8217;s Artificial Intelligence Task Force, is an advisory board member of the Legal Accountability Project, and is a member of the Judicial Clerkship Committee and Diversity and Inclusion Committee of the Legal Writing Institute. Professor Cook previously taught as a visiting faculty member at the University of North Dakota School of Law and as a Legal Method and Communication Fellow at Elon University School of Law. He also served as an assistant attorney general in the Civil Division of the Office of the Attorney General of the Northern Mariana Islands and twice served as the Commonwealth of the Northern Mariana Islands Archivist. Day retired in 2024 from Barry University School of Law in Orlando, Florida, where she was a founding faculty member.&nbsp; As a member of the Florida Bar, she served on the Standing Committee on Professionalism, a Bar Grievance Committee, and chaired an Unlicensed Practice of Law Committee.&nbsp; She also served on the Advisory Board of Teen Court and was a recipient of the Judge Thomas L. Kirk Founders Award for her service.<\/p>\n\n\n\n<p>Professor Day earned her master\u2019s degree in social work from Case Western Reserve University. &nbsp;Fifteen years later, she graduated second in her class from the University of Florida College of Law and was Editor-in-Chief of the <em>Florida Law Review<\/em>.&nbsp; She clerked for the Honorable Patricia C. Fawcett of the U.S. District Court for the Middle District of Florida and subsequently earned her LL.M. from Yale Law School before entering academia.<\/p>\n\n\n\n<p>She teaches Professional Responsibility, Torts, First Amendment, Constitutional Law, Civil Procedure, and Law and Psychiatry. &nbsp;She has published numerous law review articles in her areas of teaching; her work has been cited by the Sixth, Seventh, Eighth, and Ninth Circuit Courts of Appeals and the Wisconsin Supreme Court.<\/p>\n\n\n\n<p>Internationally, Professor Day has been a Fulbright Professor at the University of Sarajevo and has taught in Lithuania, Serbia, Spain, and at Peking University School of Transnational Law in China. Earlier in her career, she co-chaired a project in Cleveland, Ohio, which documented the testimonies of Holocaust survivors.&nbsp; After moving to Orlando, she implemented a consumer hotline with a local TV station and produced the consumer segment which aired on local news.<\/p>\n\n\n\n<p>Now living in Little Rock to be closer to family, she serves as a Visiting Professor of Law at the William H.
