Professor cummings Appears Before Arkansas House of Representatives Committee on State Agencies and Government Affairs to Urge Prison Reform

Professor cummings testified before the Committee charged with choosing which proposed amendments to the AR Constitution make it onto the popular ballot. cummings urged the Committee to approve an amendment that strikes the words “except as a punishment for crime” from the Slavery and Involuntary Servitude prohibition in AR Const. Art. 2 Sec. 27
