Can a minor traffic infraction really lead to jail time if an individual cannot pay the fines? Professor Burchfield examines data from three Arkansas counties, Arkansas litigation, and a previous Arkansas-specific study and makes recommendations to ensure no defendant is jailed solely for inability to pay.
