Professor Cain discussed the proliferation of law enforcement’s use of license plate reading technology and what impact, if any, Riley v. California, 573 U.S. 373 (2014) and Carpenter v. United States, 138 S. Ct. 2206 (2018) may have on the constitutionality of the use of that technology in the absence of a search warrant.
