While a student at the William H. Bowen School of Law from 1979-1982, Professor Frances Fendler served as editor in chief of the UA Little Rock Law Journal (as it was called then). She graduated first in her class and wrote the high paper on the July 1982 bar examination. Before joining the Bowen faculty in 1986, Professor Fendler was a law clerk for the late Judge Richard S. Arnold of the United States Court of Appeals for the Eighth Circuit and then an associate at the Washington, D.C., law firm Wilmer, Cutler & Pickering (now Wilmer Cutler Pickering Hale & Dorr LLP). She practiced with the firm’s General Litigation section and Securities Law section, where her work included, among other things, insurance coverage disputes among asbestos manufacturers and defense of private securities fraud claims.
As a faculty member, Professor Fendler has taught many courses across the curriculum. She currently teaches Business Associations, Drafting Contracts, Sales Transactions, and Securities Regulation. Her scholarship centers primarily on securities law and the law of unincorporated closely held entities such as LLCs. She is the author of several major articles and two books: Private Placements and Limited Offerings: A Guide for the Arkansas Practitioner, and the second edition of Closely Held Business Organizations: Cases. Materials, and Problems (with Professor Robert Ragazzo).
Professor Fendler is active in Arkansas Bar Association activities, serves on the Association’s Board of Governors, and has twice chaired the Association’s Section of Securities Law. In addition, she occasionally serves as an arbitrator for the Financial Industry Regulatory Authority (FINRA), hearing cases involving customer complaints and employment disputes.
