Pursuant to the authority granted by the Board of Trustees (Board Policy 300.1) the president has delegated to the chancellors and the vice president for agriculture the authority to review, approve, and sign all applications/proposals for research and sponsored programs other than those involving (a) capital outlay by the university, and/or (b) commitment for a new academic program, and/or (c) continuing commitment obligating the university beyond the period of the contract/grant. Applications/proposals described by a, b, or c above must be signed by the president or the vice president for finance and administration.
Contracts/grants resulting from applications/proposals shall be signed by the president or the vice president for finance and administration.
The president has delegated to the chancellors and vice president for agriculture the authority to process personnel actions (appointments, changes-of-status, and terminations) originating on or with the respective campus or unit, with only the president’s copy forwarded to his office in the following instances only:
- All classified titles except directors, business manager, and treasurer.
- Part-time employment in all non-classified positions.
- Summer appointments for non-classified employees.
- Change-of-status that involves salary source only and without affecting the total salary or title.
- Reappointment of non-classified employees paid from grant funds.
All other personnel actions involving full-time employment in all non-classified positions, and the classified positions of director, business manager, and treasurer shall be forwarded to the president for his review and approval.
