The bid process is for soliciting proposals and pricing, where an award is made based on specifications and the lowest price that meets those specifications or qualifications that meet specific criteria. A bid request form must be completed and submitted to begin any formal bid process or a Procurement Services processed competitive bid. Please use this link to begin a bid request.

Bid submissions should NOT be delivered in person. Scheduled bid opening events will be conducted in a live-stream meeting via Zoom. Bidders are responsible for requesting access to the live stream bid opening by submitting an emailed request to the buyer no later than 24 hours prior to the bid submission deadline.
NOTICE: IF UA LITTLE ROCK IS CLOSED DUE TO INCLEMENT WEATHER, AFFECTED BID OPENINGS WILL BE RESCHEDULED THROUGH AN ADDENDUM.
- Internet Explorer – Preferred browser for bid downloads. Bids will open automatically in IE.
- Google Chrome – Download the bid to your hard drive and then open the bid in Adobe Acrobat Reader from your hard drive.
- Firefox – Click the download icon and either select “Open with Adobe Acrobat Reader” to open the file immediately or “Save File” to save it to your hard drive.
Pursuant to Ark. Code Ann. § 19-11-229, 19-11-230 and 22-9-203 the State of Arkansas encourages all small, minority, and women-owned business enterprises to submit competitive sealed bids and proposals for university projects, including capital improvement projects. Encouragement is also made to all general contractors that in the event they subcontract portions of their work, consideration is given to the identified groups.

General Instructions
To view instructions for each bid opportunity, click on the bid documents listed in the table below. Bids may be submitted by printing a copy, completing per the bid instructions, and returning the packet in a sealed envelope with the Bid Number and Closing Date clearly indicated on the front. Bids will NOT be accepted by fax or email. All submissions must be received per instructions on the bid document. Questions should be directed to the buyer indicated in the bid document.
Bid Table Legend
- Closing Date – identifies the submission deadline for bidder proposals.
- Information/Description – identifies associated bid number, name, detail and timeline of activities.
- Award Letter – identifies anticipated awardee(s).
- Award Status – provides the current status of the award.
