In Arkansas, when an individual’s record is expunged, the “conduct shall be deemed as a matter of law never to have occurred, and the individual may state that no such conduct ever occurred, and that no such records exist.”

There are two common goals that connect them – to understand how a regime of white supremacy and its subordination of people of color has been created and maintained in America and to examine the relationship between that social structure and professed ideals, and the desire not merely to understand the vexed bond between law and racial power but to change it.
